Job description

RESPONSIBILITIES
โ€ข Provide proactive workers' compensation risk assessments and exposure analysis, as well as general injury prevention advisory services for the Judicial Branch Workers' Compensation Program and its members.
โ€ข Assist member courts with general workers' compensation inquiries and work with program vendors and stakeholders to address Advisory Committee, Subcommittee and program member requests.
โ€ข Directly support Judicial Branch Workers' Compensation Program and its members on workplace injury and workers' compensation claim matters and explore risk control options.
โ€ข Develop program-wide workers' compensation risk management strategies and claim cost containment.
โ€ข Evaluate the program's risk mitigation efforts and develop focused action plans to address deficiencies in risk management and strategies that minimize injury risks and financial losses.
โ€ข Provide ongoing oversight of the claims administration process between the members and the vendors.
โ€ข Oversee claims handling processes for members and third-party administrator by prioritizing unresolved liabilities, conducting reserve analysis, and validating data.
โ€ข Review and validate incoming claims and ensure appropriate handling in accordance with the program's service guidelines and claims manual.
โ€ข Review Judicial Branch Workers' Compensation Program actuarial analysis and develop cashflow reports and dashboards.
โ€ข Partner with the unit's Senior HR Analyst to conduct workers' compensation training webinars and develop resources.
โ€ข Provide backup support for the unit's Senior HR Analyst.
Working Conditions
The Judicial Council strives for work-life balance, including substantial vacation and holiday time. The San Francisco office is only a 7-minute walk from the downtown Civic Center BART station. In Sacramento, the office is located minutes from downtown, just north of Discovery Park.
The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council's San Francisco or Sacramento office at least two days per week, based on their office leader's direction, and reside in the areas surrounding these locations. To be eligible for Judicial Council employment and participation in the Judicial Council's Hybrid Work Program, a prospective or current employee's primary residence/remote work location must be in the State of California and within a 150-mile driving radius of their assigned reporting location.

OVERVIEW
The Judicial Council of California is accepting applications for the position of Human Resources Analyst within the Human Resources office. The Human Resources Analyst position is responsible for performing data analysis and risk assessments to produce actionable metrics and reports for the Supervising Analyst and stakeholders of the Judicial Branch Workers' Compensation Program (JBWCP). Additionally, this position collaborates with the Senior HR Analyst on related projects. The Human Resources Analyst will use their expertise to interpret workers' compensation claim data and provide recommendations to member courts of the JBWCP to improve their claim prevention strategies. This journey-level role requires a deep understanding of risk management strategies and workers' compensation claims. Successful candidates will independently research JBWCP data, assess risks, and develop recommendations with minimal supervision. Furthermore, this position works in conjunction with the Senior HR Analyst to oversee the claims handling process for both members and third-party vendors, while also creating training sessions and resources designed to provide general knowledge of workers' compensation and mitigating workplace hazards to the members.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
MINIMUM QUALIFICATIONS
Bachelor's degree and three (3) years of professional human resources experience. An additional four (4) years of professional human resources experience may substitute for the bachelor's degree. Or, additional directly related experience and/or education may be substituted on a year-for-year
basis.
OR
Juris doctor with a focus on employment law or master's degree in human resources, organizational
development.
OR
Two (2) years as an Associate Human Resources Analyst with the Judicial Council of California or two (2) years of experience performing the duties of a class comparable in the level of responsibility to that of an Associate Human Resources Analyst in a California superior court or California state-level government entity.
DESIREABLE QUALIFICATIONS
โ€ข Proficiency in Microsoft Excel, SharePoint, Power BI, or equivalent analytics platform.
โ€ข Experience with risk management information systems and analyzing HR data and workers' compensation loss reports.
โ€ข Hands-on knowledge of the California Labor Code, Division of Workers' Compensation (DWC) regulations, Medical Treatment Utilization Schedule (MTUS), and the Workers' Compensation Appeals Board (WCAB) process.
โ€ข Experience in managing a lost-time/indemnity desk, including investigating, evaluating, and bringing workers' compensation claims to resolution.

Please note due to statewide fiscal conditions, the posted salary range is subject to a temporary 3% reduction. In exchange for this temporary reduction, judicial branch employees accrue an additional 5 hours of paid personal leave per month through June 30, 2027.
