Job description

Summary
The incumbent serves as the Health Systems Specialist - Group Practice Manager (GPM) providing comprehensive administrative leadership through the Office of the Chief of Staff (COS) to the Cardiovascular Service Line (CVSL) in financial management, clinical operations, strategic planning, equipment and physician services procurement, data analytics, and health systems management.

Duties include but are not limited to:
  • The incumbent maintains overall programmatic responsibility for efficient CVSL operations and leads program planning and operational strategy ensuring alignment with the Chief of Staff and Executive Leadership Team's (ELT) priorities, Veterans Health Administration (VHA) national policies, and VISN level performance directives.
  • Participates in the development and implementation of both long- and short-term policies and plans for the CVSL.
  • Evaluates and monitors clinical program performance, integrating data from national VA systems, internal dashboards, and operational metrics.
  • Prepares executive-level program reports and briefings for the ELT, translating complex operational data into actionable insights and strategic recommendations.
  • Leads analysis and implementation of workforce planning initiatives, including staff labor mapping, person class assignment validation, and capacity modeling to ensure clinical resources are optimally aligned with patient demand.
  • Monitors compliance with VHA policies, accreditation requirements, and performance standards, ensuring that program plans meet regulatory and quality benchmarks.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/14/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Applying analytical and evaluative methods to assess and improve healthcare program operations; interpreting and applying VA laws, regulations, and policies; analyzing complex clinical and administrative data; and developing recommendations to enhance efficiency, productivity, access, and resource utilization across specialty care programs.
There is no educational substitution for the GS-12 level.
