Overview

***This position is physically located in the Marshall Islands in support of LOGCAP***

Under the direction of the Harbor Master, the Harbor Controller I watches and monitors movements of all vessels entering or exiting Kwajalein Harbor. This position is critical to the operations of the Harbor. Qualified candidates will exhibit a high degree of problem-solving skills and attention to detail. Communication skills are imperative with this position.


Responsibilities

This position description is subject to change at any time as needed to meet the requirements of the program or company.

  • Ensures all logbooks are properly maintained (e.g., records movements of all vessels in and out of the harbor, times of departures, requests for emergency assistance, and other pertinent information) and required reports are submitted in a timely manner
  • Monitors various radio frequencies and phones;
  • Ensures published watercraft schedules are executed on time;
  • Announces all harbor vessel movements; Ensures all vessels are fully manned prior to departure;
  • Maintains the cleanliness Harbor Control Tower space;
  • Announces, monitors and controls (or orchestrates) all movements of USAKA vessels in the harbor.
  • Monitors the operability of all installed communications and other installed equipment.
  • Reports any inoperable equipment to the appropriate repair department;
  • Ensures any routine, scheduled vessel departure that fails to get underway within ten minutes, reasons are documented and a monthly report submitted to the Marine Services Manager
  • Communicates with inbound and outbound authorized visiting vessels to Kwajalein Harbor;
  • Coordinates and schedule vessel refueling;
  • Coordinates all vessel-to-shore and vice versa communications;
  • Maintains watercraft weather warning visual signals;
  • Maintains a logbook;
  • Reports any unusual or suspicious watercraft movements to the local law enforcement contractor (LEC).
  • Cooperates with the LEC on harbor security issues;
  • Maintains Recompression Chamber Unavailability signal flags;
  • Coordinates any emergency communications between visiting or assigned vessels and shore-based fire, police and medical services;
  • Reports any emergency situation or incident to the Port Captain, Manager, Marine Operations, Port Engineer, or Port Agent;
  • Monitors recreational float plans after normal working hours;
  • Maintains vigilant watches on all required communications circuits;
  • Performs other related duties as assigned

Qualifications
  • Education/Certifications: One-year related experience may be substituted for one year of education if the degree is required.
    • High school diploma or equivalent.
  • Preferred Certifications:
    • Possesses an U.S. Coast Guard license >25Tons or Merchant Marine Document.
  • Experience:
    • Knowledge of U.S. military radio telephone procedures;
    • Knowledge of all emergency response procedures;
    • Experience in VHF or wireless radio communication procedures;
  • Skills:
    • Knowledge of Safety Data Sheets (SDS) and storage requirements to meet compatibility of products based on hazard class is required.
    • Strong interpersonal skills are required.
    • Ability to exercise discretion and good judgement is required.
    • Attention to detail with a high degree of accuracy is required.
    • Advance ability to communicate in English, both verbally and in written form is required.
    • High-level organizational and planning skills, so that workflow is managed and accurate is required.
  • Working Conditions:
    • Must be capable of working in an extreme weather conditions with temperatures exceeding 85 degrees Fahrenheit.
    • Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, wet, tropical environment with average temperatures 85 degrees in the summer months). Includes some industrial production environment conditions as well.
  • Physical Requirements:
    • Medium work. Exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
    • Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents.
    • Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.
    • Must comply with all Fire and Safety Regulations and post policies
