Job description

Overview

**This position will be physically located in Marshall Islands in support of LOGCAP**

**This Job Posting only applies to RMI Citizens and must be authorized to work in the RMI to be considered for this Job**

Under the supervision of the Harbor Master, Marine Dispatcher III stands watches and monitors movements of all vessels entering or exiting Kwajalein Harbor; monitors various radio frequencies and phones, ensures published watercraft schedules are executed on time, announces all harbor vessel movements, ensures all vessels are fully manned prior to departure, familiar with all emergency response procedures, and maintains a logbook.


Responsibilities

** This position description is subject to change at any time as needed to meet the requirements of the program or company.**

  • Ensures all logbooks are properly maintained (e.g., records movements of all vessels in and out of the harbor, times of departures, requests for emergency assistance, and other pertinent information) and required reports are submitted in a timely manner.
  • Maintains the cleanliness Harbor Control Tower space.
  • Familiar with the location of all emergency procedures, processes and contact numbers, including duties and responsibilities whenever the Emergency Operations Center (EOC) is activated.
  • Announces, monitors and controls (or orchestrates) all movements of USAGKA vessels in the harbor. Monitors the operability of all installed communications and other installed equipment. Reports any inoperable equipment to the appropriate repair department.
  • Ensures any routine, scheduled vessel departure that fails to get underway within ten minutes, reasons are documented and a monthly report submitted to the Manager, Marine Operations.
  • Communicates with inbound and outbound authorized visiting vessels to Kwajalein Harbor.
  • Coordinates and schedule vessel refueling.
  • Coordinates all vessel-to-shore and vice versa communications.
  • Maintains watercraft weather warning visual signals.
  • Immediately report any unusual or suspicious watercraft movements to the local law enforcement contractor. Cooperates with the DSC on harbor security issues.
  • Maintains Recompression Chamber Unavailability signal flags.
  • Coordinates any emergency communications between visiting or assigned vessels and shore-based fire, police and medical services.
  • At the first available opportunity, reports any emergency situation or incident to the Port Captain, Manager, Marine Operations, or Port Engineer.
  • Monitor recreational float plans after normal working hours.
  • Maintain vigilant watches on all required communications circuits.
  • Performs other duties as assigned.

Qualifications
  • Education/Certifications: One year related experience may be substituted for one year of education if the degree is required.
    • High school diploma or equivalent
  • Experience:
    • Two (2) years experience as Marine Dispatcher I with a satisfactory attendance and performance record.
    • Experience in VHF or wireless radio communication procedures.
    • Must be CAC eligible and/or able to obtain a Common Access Card (CAC)
  • Preferred skills:
    • Must also be able to communicate well as part of a small team and work cooperatively with other colleagues.
    • Experience working aboard marine vessels preferred.
    • Ability to handle multiple projects and details simultaneously.
    • Results orientated with ability to plan and deliver against project deadlines.
    • Resilient, self-motivated, and able to work well under pressure.
    • Ability to deal with problems and implement effective solutions.
    • Flexibility to work varying shifts and time schedules as needed.
    • Ability to pass a federal background check to obtain and hold a DoD Common Access Card (CAC)
  • Skills:
    • Knowledge of Safety Data Sheets (SDS) and storage requirements to meet compatibility of products based on hazard class is required.
    • Strong interpersonal skills are required.
    • Ability to exercise discretion and good judgement is required.
    • Ability to prioritized responsibilities to handle a demanding workload is required.
    • Attention to detail with a high degree of accuracy is required.
    • Ability to communicate in English, both verbally and in written preferred.
  • Working Conditions:
    • Must be capable of working in an extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit.
    • Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, wet, tropical environment with average temperatures of 130 degrees in the summer months).
    • Includes some industrial production environment conditions as well.

  • Physical Requirements:
    • Medium work. Exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
    • Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents.
    • Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.
    • Must comply with all Fire and Safety Regulations and post policies.
