Job Summary:

The Arizona Department of Administration (ADOA), General Services Division (GSD), is seeking a dedicated and safety-conscious Grounds Crew Supervisor to oversee landscaping and grounds maintenance throughout the Phoenix Capitol Complex. In this role, you will lead and supervise a crew of five to eight inmates, utilizing and managing a wide array of equipment ranging from standard lawn mowers and power washers to heavy machinery like landscape tractors, large front loaders, skid steers, scissor lifts, and aerial lifts. You will provide comprehensive oversight for a full spectrum of landscaping tasks, including tree and bush pruning, plant care, mowing, edging, weed removal, sprinkler system repair, and vital seasonal maintenance activities such as scalping, over-seeding, and fertilizing.
Beyond daily groundskeeping, this position involves high-level coordination and administrative responsibility. You will frequently collaborate with and direct contractors to ensure project timelines and performance goals are met, while preparing weekly project status reports that measure cost-effectiveness and performance. As a leader, you will create and implement new standard work specifications for landscaping tasks and frequencies to maintain the highest quality of service. Safety is paramount; you will issue, train, and monitor strict compliance with all safety policies, managing Material Safety Data Sheets (MSDS) and ensuring the proper use of personal protective equipment. Additionally, you will conduct daily supervisory briefings and debriefings, perform compliance audits for OSHA and equipment training requirements, and maintain proper inventory levels to ensure a safe, productive working environment. All duties must be executed in strict compliance with the security policies and procedures of both the Department of Administration and the Department of Corrections.

Job Duties:
  • Crew Supervision & Training: Supervise, direct, and evaluate a crew of 5 to 8 inmates performing a comprehensive range of landscaping tasks, including tree and bush pruning, plant care, lawn maintenance, weed removal, sprinkler system repair, and seasonal activities like scalping, over-seeding, and fertilizing.
  • Inmate Logistics & Administration: Manage the daily scheduling and transportation of the inmate crew, maintain accurate inmate timesheets, and actively monitor and document inmate work performance and behavior.
  • Contractor Coordination: Collaborate with and direct external contractors to ensure landscaping projects are completed on time, within budget, and in alignment with division performance goals.
  • Specialized Grounds & Monument Care: Develop and maintain specialized care plans for outdoor plant/tree life and the various monuments, memorials, and special-use areas throughout the Phoenix Capitol Complex.
  • Environmental & Resource Management: Oversee water conservation programs, establish annual and seasonal maintenance schedules.
  • Inspections & Quality Control: Conduct regular, detailed building and grounds inspections across the Capitol Complex to ensure all daily, weekly, and monthly service and maintenance measurements are met.
  • Inventory & Procurement: Evaluate operational needs and recommend the purchase of necessary equipment, maintenance supplies, and replacement plant life to keep operations running smoothly and safely.
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Federal and State statutes, rules, regulations, policies and procedures related to areas of responsibility.
  • Principles and practices of supervision and personnel management.
  • Methods of personnel training.
  • Principles and practices of inventory control.
  • Purpose and use of MSDS (Material Safety Data Sheets).
  • Recommended use and practical application of safety equipment.
  • Recommended use and practical application of fertilizers and pest control materials.
  • Security policies and procedures of the Department of Administration and the Department of Corrections for management of inmate crews.

Skills in:

  • Written and oral communications.
  • Personnel management.
  • Use of landscaping equipment including lifts, tractors, mowers, edgers, etc.
  • Irrigation installation and repair.
  • Adapting to changing priorities and prioritizing workload for team and self.

Selective Preference(s):
  • Two years of supervisory experience with increasing responsibilities in commercial landscaping services
Pre-Employment Requirements:
  • Valid Arizona driver's license
  • Background and reference check, including a criminal records verification
