The Team
The mission of the Global Policy and Advocacy (GPA) division is to understand and shape the public policy debates affecting the foundation's work, build support for its major program and policy objectives, and develop partnerships and alliances that can advance the foundation's objectives nationally and globally. Because the foundation's resources alone are not enough to solve the challenges ahead, GPA also supports advocacy efforts to engage diverse stakeholders and promote innovative solutions that advance our program goals. We work in close partnership with grantees, our colleagues in the Global Health, Global Development, Global Growth & Opportunity, U.S. and Gender Equality programs and Foundation Communications to build the environment in which all people have the opportunity to lead healthy and productive lives.
The Program Advocacy and Communications (PAC) team works in partnership with program teams and other teams in Global Policy and Advocacy (GPA) to achieve their policy and finance goals.
Within the PAC team, the global health (GH) innovation advocacy and communications cluster supports efforts to accelerate development of, access to, and initial uptake of innovations with the highest potential global health impact through research and development (R&D) policies and funding, sustained by innovation systems that respond to the needs of low and lower-middle income countries (LMICs). The development and use of new health innovations is core to the foundation's mission across all our program strategies and we are uniquely positioned as a global health R&D catalyst. The GH Innovation advocacy strategy takes a systems-level approach to address cross-cutting R&D funding and policy challenges that affect all of our issue-specific advocacy strategies, but are not unique to any one; provides tailored support to the foundation's R&D-related functional teams and their priorities; and also seeks to advance priority health innovation platforms in areas such as disease surveillance and diagnostics, pandemic preparedness, and the equitable use of artificial intelligence (AI) to advance global health goals.

Your Role
As an anchor member of GPA's cross-cutting Health R&D initiative, the Senior Officer, Financing Partnerships will report to the Deputy Director for health R&D and infectious diseases, PAC, with a dotted line to the Coordinated Finance Lead in the Resource Mobilization Hub, GPA Office of the President. You will work with financing experts and relationship managers across GPA and other foundation teams to initiate, develop, coordinate, and accelerate bilateral co-financing partnerships for priority health innovations involving select donors, Development Finance Institutions (DFIs), as well as philanthropic and private sector investors. You will convene and lead GPA's health R&D bilateral financing coordinating group; facilitate knowledge sharing and appropriate prioritization across co-financing efforts and with central GPA strategy functions; provide supplementary financing expertise among collaborative deal teams; and help directly develop and structure external financing opportunities as needed. You will also work closely with technical leads in foundation program teams to translate health impact data and financial needs into business cases that enable external engagement.
This role serves as a strategic coordinator and central integrator in a highly matrixed team, responsible for supporting rigor, transparency, and consistency across R&D financing dialogues even as other colleagues who manage partner relationships retain direct authority for guiding specific efforts. You will closely collaborate with PAC issue leads who provide day-to-day support to technical strategies; regional partnership leads and country engagement staff who manage dialogue with public funders; the Philanthropic Partnerships Team who leads our relationships with many private funders; business development leads in our program teams; the GPA Resource Mobilization Hub working across foundation financing strategies; and other GPA program management and strategy staff.
*This is a limited-term position through December 2027.
What You'll Do
Opportunity Acceleration:
  • Convene the GPA Health R&D bilateral financing coordinating group - a cross-functional forum that supports prioritization of relevant opportunities and sets the cadence for collaboration among individual leads working on external financing for health R&D.
  • Serve as an expert voice on select deal teams alongside other technical GPA leads and partner relationship managers: shape opportunities, help size financing requirements, define ideal capital structures, lead or support outreach as needed, help negotiate terms, and help conclude and secure new partnerships.
  • Support strategic engagement with potential co-investors where gaps exist.
  • Support timely R&D deal-structuring (capital stacks, guarantees, concessional tranches, first-loss solutions), coordinating with all relevant internal operations leads, business partners, financial decision-makers, and advisors.

Strategy Coordination:
  • Translate the technical profiles of novel health innovations into funder-facing narratives, KPIs, and investment cases.
  • Standardize templates, materials, and processes for R&D deal teams (pitch decks, meeting cadences, master funder tracker, investable one-pagers).
  • Partner with PST technical leads, PAC advocacy specialists, and other R&D initiative leads to ensure co-financing strategies align with impact goals and advocacy strategies.
  • Engage regional teams, other partnerships leads, and country offices as appropriate to ensure in-market feasibility and alignment of financing opportunities to technical needs.

Leadership Support:
  • Oversee development and consistency of internal business cases: use-of-funds, costings, ROI/impact framing, and risk analysis.
  • Manage data-driven assessments and tracking to support funder engagement and trade-offs.
  • Prepare and write briefs for foundation leadership and wider circulation, synthesizing complex topics and making clear recommendations.

Your Experience
  • Deep experience with financial strategy, partnership development, and/or funder engagement in matrixed and collaborative settings focused on health R&D, including experience strategizing, pitching and working/partnering with key health R&D institutions.
  • Demonstrated deal-structuring expertise (capital stacks, blended instruments, guarantees, catalytic capital), with global health R&D-specific expertise ideal.
  • Track record managing or supporting complex structured financing deals (bilateral donors, MDBs/DFIs, blended finance, and/or major philanthropic transactions).
  • Experience coordinating with legal and finance teams through planning and negotiations.
  • Ability to translate technical program requirements into funder-relevant investment cases and KPI frameworks.
  • Experience in global health R&D, pharmaceutical/biotech transactions, or health innovation commercialization preferred.
  • Familiarity with impact investors and philanthropic ecosystems beyond major donors.
  • Proven ability to convene, lead, and sustain multidisciplinary teams. Experience in developing and managing strong partnerships and relationships with senior decision makers, and in building consensus.
  • Demonstrated critical and creative thinking, excellent writing, framing and structuring, business/data analytics and public presentation skills - across technical topics.
  • Comfortable operating in a matrixed, fast-moving organization and building credibility with senior stakeholders.
  • Willingness to travel up to 25%.

The salary range for this role is $190,100 to $294,700 USD. We recognize high-wage market differences in Seattle and Washington D.C., where our offices are located. The range for this role in these locations is $209,100 to $324,100 USD. As a mission-driven organization, we strive to balance competitive pay with our mission. New hires salaries are typically between the range minimum and the salary range midpoint. Actual placement in the range will depend on a candidate's job-related skills, experience, and expertise, as evaluated during the interview process.
