Our service and solutions delivery start with understanding each client’s end-state, and then seamlessly integrating within each Agency’s organization to improve and enhance strategic and technical operations and deployments.
Position Overview:
The Project Manager supports the successful delivery of BLN24's federal customer experience, research, and program management portfolio. The PM serves as a trusted advisor to Government stakeholders, helping manage customer experience, research, analytics, and service improvement initiatives while maintaining strong relationships with agency leadership and internal teams. The individual assumes leadership responsibilities in the absence of the Program Manager and supports the long-term success and growth of BLN24's federal customer experience portfolio.
Essential Duties & Responsibilities:
Program & Client Management
  • Support the Program Manager in leading all aspects of contract execution.
  • Serve as a primary point of contact for Government stakeholders and maintain strong customer relationships.
  • Coordinate project schedules, staffing, priorities, budgets, and deliverables.
  • Monitor contract performance, identify risks, and implement corrective actions when needed.
  • Act on behalf of the Program Manager as required.

Program Delivery
  • Coordinate the execution of research, customer experience, data collection, analytics, and program support activities.
  • Ensure project activities align with agency objectives, contract requirements, and industry best practices.
  • Review project deliverables and support the development of executive briefings, reports, and presentations.
  • Collaborate with technical, research, and business teams to deliver innovative solutions that improve customer and stakeholder experiences.

Team Leadership
  • Coordinate the work of cross-functional teams, including project staff, analysts, researchers, and subject matter experts.
  • Foster collaboration across internal and external stakeholders.
  • Support workforce planning, onboarding, mentoring, and staff development.
  • Promote continuous process improvement and knowledge sharing.

Quality & Performance
  • Ensure deliverables meet contractual requirements and BLN24 quality standards.
  • Monitor project milestones, budgets, schedules, and performance metrics.
  • Support implementation of quality management processes and continuous improvement initiatives.
  • Assist with risk management, issue resolution, and performance reporting.

Business Growth & Strategic Support
  • Support the continued growth of BLN24's federal customer experience and research portfolio.
  • Identify opportunities to improve service delivery and expand support across federal agencies.
  • Maintain awareness of emerging customer experience, research, and digital transformation trends.
  • Contribute to proposal development, staffing strategies, transition planning, and business development efforts.

Required Qualifications:
  • Bachelor's degree from an accredited college or university.
  • Minimum of eight (8) years of experience conducting population-based surveys.
  • Minimum of eight (8) years of experience developing and implementing sampling designs.
  • Minimum of eight (8) years of experience administering and analyzing survey research.
  • Minimum of eight (8) years of experience conducting cognitive testing, focus groups, and/or interviews.
  • Minimum of eight (8) years of experience developing and delivering executive-level reports and presentations.
  • Demonstrated experience leading multidisciplinary project teams and managing complex federal programs.
  • Strong organizational, analytical, written, and verbal communication skills with the ability to effectively engage Government stakeholders.
  • Experience managing project schedules, risks, budgets, staffing, and deliverables.

Preferred Qualifications:
  • Experience supporting the U.S. Department of the Treasury, Internal Revenue Service (IRS), or other federal civilian agencies.
  • Experience supporting customer experience (CX), survey research, program evaluation, analytics, or organizational improvement initiatives.
  • Experience managing federal contracts or BPA task orders.
  • Project Management Professional (PMP) certification or equivalent project management credential preferred.
