Job description

POSITION: FACILITY ADMINISTRATOR (1.0 FTE)
REPORTS TO: COO, EXECUTIVE DIRECTOR
CLASSIFICATION: NON-EXEMPT
SUMMARY OF WORK PERFORMED: PROVIDES OVERALL ADMINISTRATIVE AND OPERATIONAL
LEADERSHIP FOR THE SHORT-TERM RESIDENTIAL THERAPEUTIC PROGRAM (STRTP). THIS
POSITION IS RESPONSIBLE FOR SUPERVISING PROGRAM MANAGERS AND DIRECT CARE
SUPERVISORS, OVERSEEING DAILY OPERATIONS, MANAGING COMPLIANCE WITH STATE AND
COUNTY REQUIREMENTS, COORDINATING WITH COMMUNITY CARE LICENSING (CCLD) AND
PLACING AGENCIES, AND SUPPORTING THE DELIVERY OF TRAUMA-INFORMED CARE TO CHILDREN
AND YOUTH. THE ADMINISTRATOR ENSURES THAT THE FACILITY OPERATES IN FULL COMPLIANCE
WITH STRTP INTERIM LICENSING STANDARDS (ILS), TITLE 22 REGULATIONS, AND CONTRACTUAL
OBLIGATIONS.
JOB DUTIES & RESPONSIBILITIES
1. Provide leadership and supervision to on-site managers and direct care supervisors.
2. Ensure compliance with Title 22 regulations, STRTP Interim Licensing Standards (ILS), and
applicable county contracts.
3. Serve as the facility's primary point of contact with CCLD, county placing agencies, and
community stakeholders.
4. Monitor and manage staffing patterns and ensure all staff meet training, supervision, and
personnel file requirements.
5. Oversee daily program operations, perfonnance improvement, and service delivery fidelity.
6. Collaborate with fiscal team in budget planning, procurement oversight, and fiscal accountability.
7. Respond to complaints, incidents, and licensing deficiencies in a timely, professional manner.
8. Support community outreach, referral cultivation, and placement census goals.
9. Implement policies and procedures that reflect trauma-infonned, culturally responsive, and
developmentally appropriate practices.
10. Participate in agency-wide quality assurance initiatives and maintain compliance documentation.
11. Perform other administrative duties as assigned by executive leadership.
REQUIRED QUALIFICATIONS
Candidates must meet one of the five approved qualification pathways. Applicants are required to submit
documentation verifying which pathway they qualify under, including official transcripts, STRTP
Administrator Certificate (if applicable), or employer verification letters.
Acceptable qualification pathways include:
1. Bachelor's Degree:
A bachelor's degree from an accredited college or university in any field, and at least one year
of full-time work experience in a licensed group home, STRTP. or comparable residential
program for children. Must also have completed 15 hours of health and safety training (or be
willing to complete within 30 days of hire).
2. Administrative Experience:
A high school diploma or GED, and at least five years of full-time administrative experience in a
licensed group home or STRTP, including two years with supervisory duties, plus 15 hours of
health and safety training.
3. Advanced Degree:
A master's degree from an accredited college or university in social work, human services,
psychology, public administration, or a closely related field. (No experience requirement.)
4. Licensed Professional:
A valid license issued by the California Board of Behavioral Sciences (e.g., LCSW, LMFT,
LPCC) or the California Board of Psychology (Licensed Psychologist).
5. Grandfathered Group Home:
Was employed in a licensed group home that converted to an STRTP prior to January 1, 2017,
and served as a Facility Manager or Administrator during that time.
Additional Requirements:
โ€ข Must be at least 21 years of age.
โ€ข Possession of a valid STRTP Administrator Certificate as required by the applicable qualification
pathway.
โ€ข Demonstrated leadership and supervisory experience in child welfare, behavioral health, or
juvenile justice settings.
โ€ข Ability to interpret and manage budgets and contribute to fiscal oversight.
โ€ข Strong organizational, verbal, and written communication skills.
โ€ข Must successfully pass DOJ, FBI, and Child Abuse Central Index (CACI) background clearances.
โ€ข Must complete a health screening and TB test prior to hire.
โ€ข Must possess a valid driver's license and be eligible for coverage under the agency's liability
insurance policy.
DESIRED QUALIFICATIONS
1. Prior supervisory experience preferred.
2. Managerial experience in a culwrally diverse workplace.
3. Graduate Degree
