Kahak Health Care Services is dedicated to enriching the lives of individuals with Intellectual and Developmental Disabilities (IDD) through high-quality, person-centered services. We are seeking an experienced, compassionate, and organized Program Manager to oversee community-based waiver services and ensure compliance with all Virginia Department of Behavioral Health and Developmental Services (DBHDS/VDBHDS) regulations.
This leadership position is ideal for a professional who is passionate about supporting individuals with disabilities while ensuring quality service delivery, staff development, and regulatory compliance.
Position Summary
The Program Manager is responsible for the day-to-day oversight of IDD waiver services, supervision of Direct Support Professionals (DSPs), monitoring service quality, ensuring compliance with VDBHDS requirements, and promoting positive outcomes for individuals receiving services.
The Program Manager serves as a key member of the leadership team and works collaboratively with individuals, families, guardians, support coordinators, DSPs, and community partners to ensure services are person-centered and effective.
Essential Duties and Responsibilities
Program Oversight
- Oversee the delivery of Community Coaching, In-Home Supports, Sponsored Residential, Respite, and other waiver services.
- Ensure services are implemented according to each individual's Person-Centered ISP and Plan for Supports.
- Monitor service quality and ensure all services promote individual choice, independence, and community integration.
- Conduct regular service reviews and quality assurance activities.
Staff Supervision
- Recruit, train, supervise, and evaluate Direct Support Professionals.
- Conduct staff supervisions and field observations as required.
- Ensure staff maintain required certifications and training.
- Provide coaching, corrective action, and performance management as necessary.
- Participate in on-call responsibilities as assigned.
Compliance and Documentation
- Ensure compliance with all DBHDS, DMAS, Medicaid Waiver, Human Rights, and Licensing regulations.
- Review service documentation for accuracy, completeness, and timeliness.
- Ensure incident reports, serious incident reporting, and follow-up activities are completed according to regulatory requirements.
- Monitor billing documentation and service authorization requirements.
- Participate in audits, licensing reviews, and quality improvement initiatives.
Individual Support & Person-Centered Services
- Promote individual rights, dignity, and informed choice.
- Participate in ISP meetings and interdisciplinary team meetings.
- Monitor progress toward individual outcomes and goals.
- Ensure health, safety, and welfare of all individuals receiving services.
- Assist with crisis intervention and risk mitigation planning when necessary.
Administrative Responsibilities
- Maintain employee and individual records.
- Prepare reports and documentation as required.
- Coordinate schedules and staffing coverage.
- Communicate effectively with families, guardians, Support Coordinators, and community partners.
- Assist with policy implementation and program development.
Minimum Qualifications
In accordance with DBHDS requirements, candidates must possess:
- Bachelor's Degree in Human Services, Psychology, Social Work, Special Education, Rehabilitation Counseling, Healthcare Administration, or a related field preferred.
- Strong leadership, organizational, and communication skills.
- Ability to effectively manage multiple priorities and deadlines.
- Valid driver's license and reliable transportation.
- Ability to successfully pass all required background checks.
Preferred Qualifications
- Experience managing Community Coaching, In-Home Supports, Sponsored Residential, or other Virginia waiver services.
- Knowledge of CONNECT, CHRIS, WaMS, and electronic documentation systems.
- Experience with licensing, quality assurance, and compliance reviews.
