Job description

Overview
Flagger Force, an industry leader in traffic control, is currently hiring a Fleet Operations Manager. This position will be based out of our Operations Services Center located in Hummelstown, PA.
The Fleet Operations Manager provides strategic oversight, optimization, and lifecycle management of Flagger Force's 3,000+ vehicle and asset fleet. This role drives fleet forecasting, cost control, compliance, and operational efficiency while partnering cross-functionally to support the company's continued growth. The Fleet Operations Manager ensures the fleet is right-sized, cost-effective, safe, and aligned with company performance and branding standards.
This is a strategic seat with operations that requires a dynamic approach to meeting our growing business demands. You will own fleet lifecycle from upfitting to disposition, manage enterprise vendor relationships, and partner with Operations, Warehouse, Procurement, and senior leadership to keep field crews moving.
Responsibilities
Fleet Strategy & Planning
  • Develop and execute fleet forecasting models based on headcount, geographic expansion, and operational demand to ensure optimal fleet sizing
  • Evaluate and recommend vehicle types, specifications, and standardization strategies to reduce total cost of ownership
  • Contribute to annual budgeting and multi-year fleet planning; lead or support fleet expansion, sustainability, and system upgrade initiatives
  • Facilitate asset movement and resource allocation across markets to support field operations

Procurement & Vendor Management
  • Partner with corporate procurement to source, evaluate, and negotiate with manufacturers, dealers, and service vendors for favorable pricing and terms
  • Oversee strategic vendor relationships for maintenance, repairs, parts, towing, and upfitting; develop and enforce vendor KPIs and SLA accountability
  • Manage the full lifecycle of 3,000+ owned, leased, and rented assets - procurement, contract management, upfitting, and disposition

Cost Management & Optimization
  • Monitor fleet spending against budget; provide variance analysis and corrective action plans to leadership
  • Drive P&L accountability with focus on cost-per-mile and total cost of ownership reduction; oversee Capex planning and ROI analysis
  • Maintain registration, licensing, fuel card administration, insurance records, and compliance documentation across all vehicles
  • Manage fleet damage and liability programs; oversee the full insurance estimate, repair, and auction process

Compliance & Risk Management
  • Ensure all vehicles and equipment comply with state and federal requirements across all operating jurisdictions
  • Develop and implement fleet safety programs, incident response procedures, and corrective action plans; lead safety investigations and business continuity planning
  • Maintain title and registration paperwork across multiple jurisdictions; conduct regular fleet audits for condition, compliance, and documentation accuracy

Data, Systems & Reporting
  • Leverage telematics platforms (Samsara, Element, etc.) to drive data-informed decisions and improve operational performance
  • Produce executive-level reports on fleet performance, utilization, cost-per-mile, fuel efficiency, and maintenance trends
  • Develop predictive analytics for maintenance scheduling and asset replacement; ensure data integrity and governance across all fleet systems

Team Leadership & Development
  • Lead, develop, and hold fleet coordinators, maintenance supervisors, and administrative staff accountable across direct and indirect reporting lines
  • Train warehouse and field personnel on fleet programs, telematics, and compliance requirements
  • Foster a culture of safety, accountability, and continuous improvement; lead change management for system implementations and process improvement initiatives

Key performance indicators you will own fleet uptime (target 95%+), cost-per-mile trends, vendor SLA performance, and asset utilization rates across all locations.

Qualifications
Experience
  • 5+ years in fleet and/or logistics operations with at least 3 years in management role overseeing large-scale operations (1,000+ vehicle fleets preferred)
  • Proven success managing teams across multiple geographic locations with demonstrated P&L responsibility
  • Enterprise-level contract negotiation and vendor management experience
  • Background in traffic control, construction, transportation, or a similarly complex field operations environment strongly preferred

Technical Skills
  • Advanced proficiency with fleet management and telematics platforms (Samsara, Element, Fleetio, Auto-Integrate, or similar)
  • Expert-level data analytics using Excel, Power BI, Grafana, or comparable tools; strong understanding of predictive maintenance and asset lifecycle management
  • Knowledge of GPS tracking, route optimization, and emerging fleet technologies; experience with compliance reporting systems

Leadership & Regulatory Knowledge
  • Demonstrated ability to lead organizational changes, drive measurable operational improvements, and communicate effectively at the executive level
  • Process improvement mindset; Lean Six Sigma certification preferred
  • Comprehensive familiarity with DOT, FMCSA, OSHA, and MUTCD; multi-jurisdiction title, registration, and insurance compliance experience

Education & Certifications
  • Bachelor's degree in Logistics, Supply Chain Management, Business Administration, or related field
  • Valid driver's license with clean driving record
  • Professional fleet, safety, or logistics certifications desirable (NAFA, ASE, CSP); PMP and Lean Six Sigma certifications a plus
