Job description

Under general supervision of the Senior Business Operations Manager, would be responsible for functions of the program's accounting, invoicing, and budgetary requirements. Using established procedures, the Finance Manager would proactively analyze data relating to program costs. The Finance Manager's oversight is to include, but is not limited to; Programmatic, Budgetary, Contractual, Cost, Accounts Payable (AP), Business Systems Administration, and Corporate Project and Indirect Forecasting. Supports the general preparation and administration of Program reporting to the customer. Prepares short- and long-range budgetary projections utilizing economic forecasting and financial analytic techniques to assess the impact of budget changes and client requirements. Utilizes current organization-wide software and systems to complete assignments and support business continuity.
Summary of Essential Job Functions:
Maintain/ manage the financial health of multiple projects to meet all Program requirements.
Must be a decisive multi-tasker that can proactively track all program level financial data.
Prepare & Maintain Program EACs and review with Program Managers for changes, updates on monthly/Quarterly basis.
Performs duties in support of Month-End close and invoicing process, to include reconciliation of projects/accounts, review, and analysis of monthly financial data.
Ensures compliance with internal policies and procedures
Capable of leading a detailed financial review with Customer Management, Program Management and Amentum upper-level Management.
Creates, maintains, and updates financial databases and spreadsheets, and generates various financial reports as required.
Supports all audit activities for both internal and external audits.
Work(s) with Program Management and Contracts to ensure all timely deliverables to customer.
Monitors Contract funding and contract value to ensure funds are in place to continue business activities for the program.
Accurately and effectively identify/escalate issues to financial management.
May manage a team of 3-5 finance analysts.
Performs all other position-related duties as assigned or requested

  • Improve forecasting processes, financial controls, and BI reporting systems.

  • Strong experience managing EACs, forecasts, and project financial performance.

  • Strong analytical, communication, and presentation skills.

  • Ability to influence senior leadership and cross-functional teams.

  • Ability to review the bid price, and any additional proposed change orders to client.

Required Skillsets
Data-driven and continuous learning mindset - Candidates should demonstrate curiosity, adaptability, and the ability to learn new technologies quickly, including leveraging AI to automate repetitive tasks, synthesize information, improve communication, and accelerate problem solving while maintaining human judgment and accountability.
Ability to evaluate and apply emerging technologies - Candidates should be comfortable assessing new AI-enabled tools and processes, identifying practical use cases, validating outputs, understanding limitations/risk, and incorporating AI responsibly into day-to-day work.
Demonstrated AI fluency and workflow integration - Candidates should have experience using AI tools to enhance workflows, productivity, decision-making, customer experiences, business outcomes, or operational efficiency.
Minimum Requirements:
Bachelor's Degree in Accounting, Finance, or a related discipline, or the equivalent combination of education, professional training, or work experience.
Minimum of 7 years of related experience in finance, including contracting experience for multiple type contracts (FFP, CPFF, T&M, etc).
Must be proficient in Excel
Deltek and Hyperion/Smartview Experience is a plus
Preferred Qualifications:
MBA or CPA certification
Knowledge of Costpoint, Essbase, Smartview, Cognos, Excel VBA.

Compensation Details:

$90,000 - $105,000
