Construction Inspector - Disaster Recovery Housing

Our organization plays a pivotal role in disaster recovery and resiliency programs, including those funded through HUD Community Development Block Grant Disaster Recovery (CDBG-DR), Community Development Block Grant Mitigation (CDBG-MIT), FEMA Individual Assistance (IA), FEMA Public Assistance (PA), FEMA Building Resilient Infrastructure and Communities (BRIC), and initiatives led by the U.S. Army Corps of Engineers (USACE).
LEMOINE is seeking a Construction Inspector to join our Florida disaster recovery team. Based in the Tampa Bay area and working as part of a collaborative field team, this role supports residential inspection and documentation operations across CDBG-DR housing recovery programs serving Hillsborough, Pinellas, and surrounding counties. This is a field-intensive position requiring regular travel to disaster-affected homes throughout the assigned area.
Job Responsibilities
  • Conduct comprehensive residential inspections of homes enrolled in CDBG-DR housing recovery programs, including interior, exterior, crawlspace, attic, and roof assessments.
  • Document pre-construction conditions and scope of work findings through photographs, written inspection reports, checklist completion, and scope notes per program standards.
  • Perform in-progress and final inspections to verify that general contractors have completed all work in accordance with the approved scope, program specifications, and applicable building codes.
  • Identify deficiencies, incomplete work, and quality issues; document findings and communicate results to the Deputy Construction Manager or Construction Manager for corrective action.
  • Maintain accurate and complete project files for all assigned properties including photographic documentation, inspection checklists, completion reports, and sign-off documentation.
  • Coordinate directly with general contractors in the field to clarify scope requirements, resolve minor jobsite questions, and communicate inspection outcomes.
  • Communicate clearly with homeowners during site visits; maintain a professional, respectful, and customer-focused presence at all times.
  • Track inspection status and production progress for assigned properties; provide regular updates to supervisory staff.
  • Assist with Davis-Bacon Act labor compliance monitoring including site interviews and posting verification as directed.
  • Support warranty inspection activities for previously completed units as assigned.
  • Adhere to and promote LEMOINE's LIFE Safe Work Practices at all inspection sites.
  • Willingness and ability to travel throughout the Tampa Bay area and across Florida as program needs require; valid driver's license required.

Physical Demands
The physical and mental demands of this position must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is frequently required to sit, stand, walk, use hands to finger, handle, or feel, reach with hands and arms, climb or balance, stoop, kneel, crouch, or crawl. The employee must be able to occasionally lift and/or move up to 50 pounds.
Required Qualifications
  • High school diploma or GED required; Associate's or Bachelor's Degree in Construction Management, Engineering, or related field preferred.
  • 2-3 years of experience in residential construction, building inspection, or a related construction field; CDBG-DR or federally funded program experience preferred.
  • Working knowledge of residential construction trades including framing, roofing, electrical, plumbing, HVAC, and general repair across all phases of construction.
  • Ability to conduct thorough inspections including confined spaces (crawlspaces, attics, roofs); physical ability to climb, stoop, kneel, and crawl required.
  • Familiarity with HUD CDBG-DR housing programs, Green Building Standards, and federal construction compliance preferred.
  • Strong attention to detail and documentation discipline; ability to maintain complete and accurate project records.
  • Proficiency in Microsoft Office Suite and mobile inspection platforms or tablet-based documentation tools.
  • Excellent written and verbal communication skills for contractor coordination and homeowner interaction.
  • Valid drivers license and reliable transportation; ability to travel to scattered residential sites throughout the Tampa Bay area and Florida required.
  • Willingness to work in varied conditions including outdoor environments and confined spaces.
