Overview

Black Canyon Consulting (BCC) seeks a Program Manager to lead a multi-disciplinary team supporting the Department of Defense's Military Community & Family Policy (MC&FP) IT & Cyber Mission Support Services program. The PM will serve as the single point of contact with GSA and MC&FP stakeholders, ensuring technical, cost, and schedule compliance across all task areas.

 Duties & Responsibilities:
  • Lead project execution across Tasks 1-8 of the PWS
  • Oversee delivery of Program Management Plan (PMP), Quality Management Plan (QMP), monthly reports, Kick-Off and Transition Plans
  • Serve as single POC with CO/COR
  • Responsible for financial and status tracking and forecasting
  • Coordinate risk management, staffing, and performance metrics
  • Conduct kick-off, technical status, and transition meetings
  • Manage subcontractor performance and government communications (if applicable)
Minimum Qualifications:
  • 10 + years of program/project management experience supporting DoD IT or cybersecurity efforts
  • Bachelor's in Information Technology, Engineering, or Management (8 yrs additional experience may substitute)
  • PMP or DAWIA Program Management Level II/III
  • Strong understanding of FAR Part 8.4 task orders, risk management, and government reporting
  • Experience handling Controlled Unclassified Information (CUI) at minimum
  • Top Secret clearance (SCI eligible) required at start
    • Ideal candidate should possess a Top Secret (TS clearance) OR shall possess a  favorably adjudicated Tier 5 background investigation and be eligible for a Top Secret (TS) clearance (SCI eligibility)
Preferred Qualifications:
  • Master's in a technical or management discipline
  • Experience leading GSA AAS or FEDSIM projects
