Job Overview

The Illinois Environmental Protection Agency (EPA), Bureau of Water (BOW), is seeking a highly qualified individual to serve as a Senior Public Service Administrator, Opt 4, Division of Water Pollution Control Field Operations Section (FOS) Manager, who will oversee seven regional field offices located across the state. The ideal candidate for this position will be organized, detailed, and possess the ability to adapt to change in a collaborative, fast-paced environment. The ideal candidate will also need to be able to communicate effectively verbally, electronically, and in writing with both internal and external stakeholders.

Essential Functions
  • Develops and implements a statewide compliance inspection program for potential sources of water pollution, in
    fulfillment of the objectives of the Illinois Environmental Protection Act (IEPA), federal Clean Water Act (CWA), and
    Illinois delegation agreement with U.S. EPA:
  • Serves as full-line supervisor:
  • Participates in Bureau compliance and enforcement decision-making in accordance with the Agency's
    enforcement decision guide and the Illinois Environmental Protection Act;
  • Develops and provides testimony, and serves as an expert witness in legal proceedings:
  • On a rotating basis, along with other assigned Duty Officers, serves as and performs the duties of the Office of
    Emergency Response (OER) 24/7 on-call Duty Officer, performing duties that include:
  • Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated
    above.
Minimum Qualifications
  • Requires knowledge, skill and mental development equivalent to four (4) years of college.
  • Requires four years of progressively responsible administrative work experience inspecting water pollution control facilities,
    applying state and federal laws, rules and regulations to water pollution control facilities and managing/overseeing state or
    federal inspections, compliance or enforcement programs related to water pollution control.
Preferred Qualifications (In Order of Significance)
  • Prefers four (4) years of experience in conducting field investigations and inspections at municipal wastewater treatment
    facilities.
  • Prefers four (4) years of experience in conducting field investigations and inspections at industrial wastewater treatment
    facilities.
  • Prefers four (4) years of experience in conducting field investigations and inspections at livestock feeding facilities.
  • Prefers four (4) years of experience in supervising professional staff in water pollution control programs.
  • Prefers experience in conducting field investigations and inspections at industrial stormwater facilities.
  • Prefers experience in conducting field investigations and inspections at municipal separate storm sewer systems (MS4)
    communities.
  • Prefers experience in state or federal inspections, compliance, or enforcement programs related to water pollution control.
  • Prefers experience in implementing state and federal laws, rules, and regulations to water pollution control facilities.
  • Prefers experience in interpreting and communicating state and federal laws and regulations pertaining to water pollution
    control facilities.
  • Prefers the possession of a bachelor's or master's degree in Physical Science, Environmental Science, or Engineering.
Conditions of Employment
  • Requires the ability to work at various times outside of normal office hours to meet deadlines.
  • Requires a valid/current driver's license and the ability to travel.
  • Requires the ability to pass a background check.
  • Requires use of an agency-supplied mobile phone to be on-call as needed.
  • Requires ability to lift <45> pounds.
  • Requires the ability to be on-call on a 24-hour basis to coordinate and respond to emergencies.
  • Requires the ability to hike, climb, wade in streams, get in/out of boats, or swim in emergency situations.
  • Requires the ability to be HAZWOPER certified within 90 days of employment and maintain it annually with an 8-hour
    refresher per 29 CFR 1910.120.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring
    the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.)
    requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary
    of State that will be made available for examination and copying by the public. All employees required to file a Statement of
    Economic Interest are also required to file the Supplemental Statement of Economic Interest with Executive Ethics
