Project Overview:
Bechtel and Westinghouse Electric Company have partnered to deliver the first AP1000 nuclear power reactors in Poland for our customer, the Polish Entity Polskie Elektrownie Jadrowe (PEJ). Bechtel will be the Engineering, Procurement, and Construction (EPC) contractor for the project. As the EPC, our responsibilities will include providing the design for the Turbine Island and Balance of Plant as well as the construction of the entire facility.
This is a one-of-a-kind opportunity, and we are looking for the talent that will help expand Poland's nuclear base and build a strong and long-lasting energy future for generations to come.
This position is subject to U.S. Department of Energy (DOE) regulations at 10 CFR Part 810 (Part 810), which govern the transfer of hardware, materials, and technology to support the construction and operation of commercial nuclear power plants overseas.
Job Summary:
The Expediting Supervisor will be responsible for supervising, directing, and monitoring the Expediting Specialists in accordance with project Supply Chain and Functional Expediting procedures. This position directs the expediting activities in accordance with project schedule, requirements, and needs. The position will receive operational direction from the Project Supply Chain Manager. #LI-CS1
Major Responsibilities:
  • Participates in the planning, staffing, and budgeting of project and area expediting operations.
  • Monitors expenditure of project and area expediting job-hours and costs to ensure operations are within budget.
  • Represents Expediting at project team meetings.
  • Distributes workload to assigned project expeditors according to the experience and ability of the expeditor, the degree of complexity of the work and the urgency of the need for action.
  • Assists when requested in conducting annual performance reviews of the Expediting Specialists on the project.
  • Conducts job familiarization and orientation for newly assigned expediting personnel and provides on-the-job training for the expediting team.
  • Reviews area expediting assignments prepared by project expeditors and area expediting reports prepared by area expediting personnel for content, completeness and appropriateness.
  • Provides supply chain input for cost factors and prior supplier performance during IDC reviews to support sourcing decisions and award recommendations.

  • Contacts suppliers to obtain timely submission of engineering data, and to follow-up on material acquisition, production progress and shipment.
  • Evaluates production schedules and progress reports from suppliers to determine if their programs and work progress meet jobsite requirements.
  • Compiles data needed to prepare the critical items reports or other supplementary reports as required.
  • Coordinates the accumulation of data from project expediters and issues reports for the expediting group.
  • Coordinates with planning and scheduling, field material coordinators or jobsite project expeditors and construction to establish priorities, sequences, and required delivery dates and instructs suppliers accordingly.
  • Expedites the engineering team for the timely review, approval, and return of engineering data submitted by suppliers.
  • Participates in pre- and post-award meetings to review and discuss schedules and potential problem areas that may impact required shipment dates.
  • May be required to travel to supplier/fabricator facilities for kickoff meetings, post-award design reviews, and risk mitigation/underperformance meetings (e.g., delivery delays or other execution issues) to support expediting activities.
  • May be required to travel to Poland to support training and development of the expediting workforce.
  • Subject to project requirements, monitors the issuance of material requisitions, and other project and procurement actions affecting material deliveries
  • Reviews the performance of third party service providers of expediting services and furnishes comments to global business unit Expediting for action.
  • Reviews material status reports and critical items reports and ensures data integrity within the Digital Supply Chain Application and Supplier Performance Database (SPD) data to ensure that adequate accurate information is assembled and presented to the assigned project.

Education and Experience Requirements:
  • Bachelor's degree in supply chain/procurement or engineering from an accredited college or university with 8-10 years of relevant experience, primarily focused on Expediting and general Supply Chain.

Required Knowledge and Skills:
Basic Qualifications
  • Must be able to live and work in the US without sponsorship
  • Excellent English and Polish written and verbal communication skills.
  • Experience in power plant design (nuclear or other).

Minimum Qualifications
  • Thorough understanding of equipment and material fabrication steps and methods.
  • Demonstrated capabilities in supervision.
  • Proficiency in monitoring supplier performance, back-charge procedures and the resolution of claims and disputes.
  • Thorough understanding of Logistics and Supplier Quality processes.
  • Proficient in interpreting schedules to ensure that realistic milestones are established, that required activities occur on time, and that interface between activities is maintained.
  • Skilled in oral and written communication skills regarding technical and production matters with both project and supplier personnel.
  • Knows how to deal professionally with suppliers and project personnel.
  • Capable of providing early warning to the Project Management of supplier deficiencies or schedule slippage.
  • Familiar with how to develop expediting budgets.
  • Familiar with developing and tracking metrics.

Preferred Qualifications
  • Has worked on large projects (>$3 billion) in a Senior Expeditor or Expediting Supervisor (preferred) role and supervised a team of 4 or more direct reports.
