Job Summary
The Consulting GIS Specialist serves as the Service Center Manager and Site Supervisor responsible for the overall management, administration, and technical oversight of a Geographic Information Systems (GIS) Service Center. The Consulting GIS Specialist provides leadership for GIS operations, application development, enterprise GIS administration, database management, and production support while supervising GIS staff and ensuring the delivery of high-quality GIS products and services

Duties/Responsibilities
  • Manage the day-to-day operations of the GIS Service Center, ensuring timely completion of projects and deliverables.

  • Supervise, coordinate, and assign work to GIS programmers, analysts, production specialists, technicians, and support staff.

  • Develop project schedules, assign resources, monitor workloads, and adjust staffing priorities to meet project deadlines.

  • Provide leadership for GIS production operations, database management, application development, and enterprise GIS support.

  • Oversee quality assurance and quality control (QA/QC) of GIS products, ensuring compliance with organizational standards and project requirements.

  • Review GIS deliverables for technical accuracy, cartographic quality, completeness, and adherence to established design standards.

  • Supervise the maintenance, integrity, security, and accessibility of enterprise GIS databases in accordance with organizational GIS Management Plans.

  • Coordinate GIS database updates, version management, and system maintenance activities.

  • Develop and implement GIS workflows, production standards, and operational procedures.

  • Design, develop, test, and maintain enterprise GIS applications using Esri technologies, including ArcGIS Enterprise, ArcGIS Online, JavaScript API, and related web technologies.

  • Develop GIS production tools, automated workflows, scripts, and custom user interfaces to improve operational efficiency.

  • Analyze business and GIS system requirements and recommend technical solutions to improve organizational performance.

  • Plan and coordinate GIS systems administration activities, including hardware utilization, software licensing, and network support.

  • Evaluate current and future GIS infrastructure needs and recommend hardware and software upgrades.

  • Provide technical guidance, mentoring, and training to GIS staff and end users.

  • Coordinate contractor support services, including payroll coordination, travel, training, benefits administration, and other personnel-related functions.

  • Serve as the primary point of contact between project stakeholders, management, and GIS staff.

  • Ensure compliance with agency policies, cybersecurity requirements, GIS governance standards, and applicable regulations.

Required Skills/Abilities
  • Extensive knowledge of enterprise Geographic Information Systems (GIS) architecture and administration.

  • Strong leadership and supervisory skills with experience managing multidisciplinary GIS teams.

  • Knowledge of GIS database administration, data governance, and enterprise geospatial systems.

  • Experience designing, developing, and deploying enterprise GIS applications.

  • Strong understanding of ArcGIS Enterprise, ArcGIS Online, and Esri enterprise technologies.

  • Experience with JavaScript API, ArcGIS Experience Builder, Web AppBuilder, and related Esri development frameworks.

  • Knowledge of systems administration supporting GIS and CAD environments.

  • Experience developing automated GIS workflows, scripts, and custom tools.

  • Strong analytical, organizational, and project management skills.

  • Ability to estimate project costs, staffing requirements, and resource utilization.

  • Excellent written and verbal communication skills.

  • Ability to manage multiple complex projects simultaneously while meeting deadlines.

  • Strong customer service and stakeholder engagement skills.

Education and Experience
  • Required: Bachelor's degree in Geography, Geographic Information Systems (GIS), Natural Resources Management, Earth Sciences, Engineering, Computer Science, Information Technology, or a closely related field

  • Required: Minimum of three (3) years of supervisory, team lead, or GIS project management experience OR Successful completion of any combination of 3 the following ESRI training courses within the past two years. This may be substituted for some of the experience and/or time requirements:
    • ArcGIS Pro.
    • Introduction of Geoprocessing Scripts Using Python.
    • Basics of Python.
    • Managing Lidar Data Using Mosaic Datasets.
    • Map Design Fundamentals.
    • Creating Prediction Surfaces in ArcGIS.
    • Building Geoprocessing Models Using ArcGIS Pro.
    • Creating and Sharing GIS Content Using ArcGIS Online
    • User Workflows for ArcGIS Online Organizations.

Physical Requirements
  • Prolonged periods of sitting at a desk and working on a computer

  • This role routinely uses standard office equipment such as computers, phones, etc.
  • Must have valid driver's license and REAL ID
