GIS Transportation Data Specialist Expert
Location: Remote – 100%
Employment Type: Contract

Position Overview

NCDOT is seeking a highly experienced GIS Transportation Data Specialist with deep expertise in Linear Referencing Systems (LRS), ESRI Roads & Highways, enterprise GIS data management, and transportation network analytics. The consultant will support statewide transportation and roadway data initiatives involving route calibration, roadway event management, spatial QA/QC, ETL workflows, and enterprise geospatial integrations.

Candidates with transportation, roadway infrastructure, or energy utility domain experience are strongly preferred.

Key Responsibilities

  • Design, maintain, and support enterprise Linear Referencing Systems (LRS)
  • Work extensively with ESRI Roads & Highways for route/event management
  • Perform roadway network calibration and route maintenance activities
  • Develop and optimize SQL Server queries, stored procedures, and data workflows
  • Create and maintain ETL processes for spatial and tabular data migration
  • Conduct GIS data validation, QA/QC, and spatial integrity checks
  • Analyze transportation datasets and roadway attributes
  • Support integration between GIS systems and enterprise applications
  • Troubleshoot GIS data discrepancies and resolve spatial data issues
  • Collaborate with business users, GIS analysts, and technical teams
  • Produce mapping products, reports, and technical documentation
  • Ensure compliance with NCDOT GIS standards and best practices

Required Skills

  • 7+ years of GIS and Linear Referencing experience
  • Strong expertise with ESRI Roads & Highways
  • Experience with ArcGIS Enterprise / ArcGIS Pro
  • Strong SQL Server development and optimization skills
  • ETL development experience using GIS and database tools
  • Experience with transportation network datasets
  • Strong QA/QC and data validation experience
  • Knowledge of spatial databases and geospatial workflows
  • Experience with route/event editing and calibration
  • Ability to work independently in a remote environment

Preferred Skills

  • Transportation or Energy/Utilities industry background
  • Experience with Python/ArcPy automation
