Position Overview
Primary Purpose of PositionThe Emergency Management Director leads the University's all-hazards emergency management program and serves as North Carolina A&T State University's principal authority on emergency preparedness, response, recovery, and mitigation. Reporting to the Associate Vice Chancellor for Police and Public Safety / Chief of Police, the Director provides a single point of coordination for emergency planning across the institution and serves as the University's primary liaison to local, state, and federal emergency management partners. The role ensures the continuity of academic, research, residential, and athletic operations in the face of all hazards, advancing the University's mission as a doctoral, land-grant, historically Black research university and its aspiration to achieve Carnegie R1 status.
Primary Function of Organizational UnitThe University Police Department supports the University's core mission of teaching, research, and public service. The Department provides comprehensive and professional public safety services and secure, convenient access to the North Carolina A&T State University campus and its owned entities. The Department protects and serves the University community by enforcing the laws of North Carolina, preserving and optimizing resources, and maintaining an environment that fosters education and community-oriented service. Emergency management is administered within the Department and serves the entire University community on a continuous, all-hazards basis.
Minimum RequirementsBachelor's degree plus a minimum of seven (7) years of progressively responsible experience in emergency management including at least three (3) years of supervisory or program-leadership experience. The incumbent's experience must reflect a demonstrated record of leading an emergency management function or serving as a principal deputy including coordination during declared disasters, full-scale exercises, and significant real-world emergency activation.
Preferred Years Experience, Skills, Training, EducationMaster's degree in emergency management, homeland security, public administration, or a related field. Direct experience in a higher-education environment or coordinating with higher-education institutions in an emergency management role, is highly desirable. Active professional credentials such as Certified Emergency Manager (CEM) through the International Association of Emergency Managers or North Carolina Executive Emergency Manager. Completion of advanced FEMA professional development programs such as the Master Exercise Practitioner Program (MEP), the National Emergency Management Advanced Academy, or the National Emergency Management Executive Academy.
Required License or CertificationThis position is designated as a Mandatory Employee and requires availability on short notice for emergencies. During activation of the Emergency Operations Center, on-site presence at the EOC or at emergency or disaster sites on campus may be required throughout response and recovery operations. The incumbent must be available for call-back during significant emergencies and disasters.
