Description ABOUT THE COMMUNITY Windsor, Colorado, established in 1890, is a thriving home-rule municipality strategically located between Denver and Cheyenne. ABOUT THE DEPARTMENT The Windsor Police Department is comprised of six main divisions: Community Engagement, Investigations, Patrol, Property & Evidence, Records, and Special Operations. The Police Department provides the following community services: Investigations: Conducts follow-ups and prepares cases for appropriate clearance. Patrol: Keeps watch and responds to emergencies 24 hours a day, 7 days a week. Property & Evidence: Maintains the integrity of evidence and/or property collected during a criminal investigation and/or held for safekeeping.

Records: Gathers accurate crime data from officers, processes, maintains, and releases police records. Special Operations: Handles commercial vehicle inspections, Municipal Court security and provides support at special events. This team is also an integral part of the Town's traffic safety efforts.

COMPENSATION: $26.56-$28.89/HOUR, DOE WORK SCHEDULE: Generally, 40 hours per week - - may occasionally require various shifts, including days, evenings, weekends, and/or holidays. NATURE OF WORK The Property and Evidence Technician performs technical and administrative work in support of law enforcement operations, with a primary focus on the receipt, cataloging, storage, release, transport, and lawful disposition of physical and digital property and evidence

This includes maintaining accurate records in accordance with state law, department policy, and standard procedures. The Technician assists officers and detectives with investigative requests, responds to public inquiries, collects and preserves electronic and physical evidence (including LiveScan and ink fingerprints), and manages electronic evidence files. This position operates with minimal supervision and requires a high level of integrity, organization, and attention to detail.

Individuals in the position are required to perform work in a manner consistent with and exemplary of the town's PRIDE philosophy and the town's Equal Opportunity Employment policy. SUPERVISION RECEIVED The Property and Evidence Technician works under the direct supervision of a Police Sergeant or Commander. SUPERVISION EXERCISED None Essential Job Functions ESSENTIAL JOB FUNCTIONS The individual in the Property and Evidence Technician role is assigned specific assignments, job duties, scope, authority, responsibility, roles and requirements as determined by the town, Department, Division, and pursuant to laws, regulation and practices.

Individuals in this position must be able to successfully perform, be responsible for and/or assist in the fulfillment of many job functions and duties, with or without reasonable accommodation. The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all inclusive: Responds to public inquiries pertaining to property and evidence in person, by phone, and/or in writing Receives, catalogs, and stores items of physical evidence, digital evidence, and non-evidentiary property Verifies and enters data pertaining to evidence chain of custody Verifies and enters data pertaining to digital evidence metadata Conducts case review and initiates property and evidence disposition Maintains an organized evidence storage area Participates in the destruction of property and evidence Meets with members of the public for property release Transports evidence to/from laboratory, court, and/or for other lawful purposes Responds to and processes requests to produce digital evidence for discovery to District Attorney's Office Responds to and processes requests to produce digital evidence for release to outside law enforcement agencies and/or the public Processes edits and redactions to digital evidence Ensures the secure handling, processing, and preservation of evidence and property-including hazardous materials-by following strict chain of custody, safety, and confidentiality protocols. Maintains accurate records within secure systems, safeguarding sensitive information and supporting legal proceedings through proper documentation and adherence to procedures.

OTHER DUTIES AND RESPONSIBILITIES Maintain and orders supplies Assists in procurement, inventory, and deployment of mobile audio/video equipment Provide and participate in department training Interacts with officers, investigators, and/or other law enforcement agencies as it relates to property and evidence Supports crime scene processing Assists in troubleshooting and resolving mobile audio/video hardware and/or software issues Testifies in court Continues educational and certification requirements Provides assistance to other divisions and departments May participate in in town employee committees, projects or assignments as required May be required to work overtime Performs work safely; reports safety concerns to management; supports safe work practices Performs other duties as assigned. The Property and Evidence Technician position participates in the Shared Fleet Vehicle Program, which requires an annual motor vehicle record check. Education, Knowledge, Skills, Abilities EDUCATION AND EXPERIENCE Must have a high school diploma or equivalent.

College degree is desirable. Minimum of one year of general office experience with emphasis on customer service problem solving, data entry experience and inventory management. Experience in a law enforcement environment is desirable.

Experience as a current or former property and evidence technician is desirable. Equivalent combination of training and experience that provides evidence that the applicant possesses the required knowledge, skills, and abilities to perform the essential functions of the job. LICENSES OR CERTIFICATES Must have a current Colorado Driver's License or the ability to obtain one upon hire, that meets the Town of Windsor's standards.

Must have and maintain the following certifications or the ability to obtain within six months: NCIC/CCIC Colorado Open Records Acts Colorado Certified Records Network IAPE Property and Evidence Certification CPR/1st Aid certification within three (3) months of employment KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of or ability to learn law enforcement principles, practices, and procedures related to evidence management Ability to read, comprehend, interpret, and apply statute, policy, and procedures relative to job scope Intermediate knowledge of computer applications Knowledge of office procedures, practices, and equipment Ability to communicate effectively in person and in writing Skilled in attention to detail Ability to follow oral and written direction Knowledge of basic mathematical principle Ability to work independently Knowledge of occupational safety rules and ability to apply safe work practices Ability to successfully pass comprehensive background investigation and drug screening MATERIALS and EQUIPMENT USED Materials and equipment used include, but may not be limited to the following: Equipment: Position requires use of various equipment including vehicles, computers, recorders, phones, printers, software/database applications, security system, radios, and general office equipment and supplies. The physical requirements of this position are considered Heavy Work, exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects. The employee may be required to operate equipment to assist with moving and lifting of objects. The employee is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); operating motor vehicles or heavy equipment.

The employee may be subject to frequent interruptions and moderate noise levels in an office environment.
