Job description
The Program Manager of Special Education Evaluation and Student Support provides district leadership in the design, implementation, monitoring, and continuous improvement of special education assessment, evaluation, and eligibility practices. This position supervises, supports, evaluates, and monitors Lead Assessment and Evaluation personnel, Educational Diagnosticians, School Psychologists (LSSPs), Speech-Language Pathologists/Assistants, Related Service Providers, and other evaluation staff to ensure the delivery of high-quality, legally compliant services. The Program Manager reports to the Assistant Director of Special Education and collaborates closely with the Special Education Directors and Executive Director of Special Education to support district initiatives, ensure compliance, and improve outcomes for students with disabilities. The Program Manager leads and monitors initiatives related to Child Find, IDEA eligibility, comprehensive evaluations, Independent Educational Evaluations (IEEs), Functional Behavioral Assessments (FBAs), Behavioral Intervention Plans (BIPs), related services evaluations, SHARS documentation, and evidence-based assessment practices. Responsibilities include monitoring and collecting compliance data related to State Performance Plan indicators, supporting professional learning, analyzing data, strengthening interdisciplinary collaboration, and ensuring the integrity of evaluation and eligibility processes.
Position Description
Essential Duties and Responsibilities
Administrative
- Lead, supervise, support, and evaluate one or more employees
- Collaborate with appropriate personnel and departments overseeing and implementing Section 504 and Multi-Tiered Systems of Support
- Ensure compliance with federal, state, and district regulations governing evaluation timelines, procedural safeguards, informed consent, eligibility determinations, and reevaluation requirements
- Provide technical assistance regarding procedural safeguards, evaluation documentation, assessment selection, and eligibility criteria
- Create, monitor, and maintain a system to ensure appropriate ordering, inventory, and dissemination of evaluation materials, such as test kits and protocols, and collaborate with the district departments to ensure compliance with budget and deadlines
- Monitor and supervise staff in the completion of accurate and timely reporting of the district's Medicaid reimbursement program and collaborate with district departments to ensure compliance with service documentation standards
- Develop, analyze data, and monitor systems to support caseloads of evaluation staff to ensure an effective and efficient service delivery model
- Consult and collaborate with district staff and parents regarding Full & Individual Evaluations (FIEs) and Independent Educational Evaluation results and recommendations
- Collaborate with district leadership to implement corrective actions and systemic improvements when compliance concerns are identified. Attend and support the facilitation of ARD meetings to provide guidance to campus staff, parents, and students
- Collaborate with Early Childhood Intervention programs and private schools within the community to ensure appropriate evaluation and compliance with state and federal requirements
- Assist in the recruitment, hiring, onboarding, and retention of evaluation and related services personnel
- Develop, implement, and monitor a system to collect and analyze data and create reports to assist with state and federal special education reporting requirements and ensure overall efficient and effective caseloads for evaluation staff
- Provide coaching, mentoring, and technical assistance to Lead Evaluation staff and multidisciplinary evaluation teams
- Design, monitor, and implement a district-wide system to ensure quality FIE/Child Find process that is in compliance with all state, federal, and local requirements
- Develop and provide training and staff development programs to address changes in the state regulations, evaluative methodology, interpretation, and report writing required for FIE and similarly related documents
- Design, implement, and monitor a system to meet the requirements of the private school proportionate share/Child Find requirements under state and federal guidelines
- Design, coordinate, and deliver professional learning, mentoring and coaching for Educational Diagnosticians, School Psychologists, Speech-Language Pathologists, Related Service Providers, and evaluation staff that promote consistency, collaboration, and implementation fidelity among evaluation personnel
- Address stakeholder concerns related to evaluation, assessment, eligibility, and special education services in a timely and collaborative manner
- Other duties as assigned
- Supervise and support assigned evaluators (diagnosticians, school psychologists, and/or speech-language pathologists, etc.)
- Coach evaluators, support onboarding and mentoring, and help staff strengthen evaluation practices
- Monitor evaluation timelines, practices, and data to support compliant, consistent, and high-quality evaluations
- Work with Quad Leaders, campus teams, and department leadership to support collaboration, problem-solving, and consistent procedures
- Help identify needs, improve processes, and develop tools and resources that support evaluators across the district
Qualification Requirements

- Master's degree required
- Licensure by the Texas State Board of Examiners of Psychologists as a School Psychologist, TEA Certification- Speech and Language Therapy or Speech and Hearing Therapy, or Valid Educational Diagnostician Certification required
- Minimum of 3 years of experience in special education leadership/supervisory position at the district level required
- Proficiency in Microsoft Office, including Excel, Word, PowerPoint, and Outlook required
- Demonstrated knowledge of best practices related to the implementation of district initiatives required
- Demonstrated knowledge of special education law, policies, and procedures required
- Excellent communication and interpersonal skills, both orally and in writing required
