Job Description Summary:

The Cost Estimating Analyst 2 will support estimating and pricing activities. This role reports into the Estimating and Pricing lead, and also supports the proposal team. The responsibilities include understanding the customer solicitation, gathering the estimates required to accurately cost and price that solicitation, and supporting the proposal team through the management review process. This position will work closely with the various functional teams such as Engineering, Procurement, Program Management and Contracts.

Job Description:

Duties/Responsibilities
Analyzes, evaluates, coordinates, prepares, and supports cost proposals to government and commercial customers
Coordinates the collection and accumulation of cost input from cross-functional departments
Supports consolidation and pressure-testing of basis of estimates (BoEs) across all elements of cost (Labor, Material, Travel / Other Direct Costs, Subcontracts) for accuracy and completeness
Researches and analyzes historical data, and develops cost models to support proposal efforts and determine the of accuracy of functional estimates
Assesses estimating techniques and historical actuals documentation
Evaluates Bill of Materials (BOMs), selects appropriate pricing methods (e.g., purchase order history, vendor quotes, etc.), and ensures all quotes are recent
Consolidates cost estimates in pricing tool / ERP system
Generates cost volume, financial analyses, and ad hoc support as needed
Ensures adherence to Federal Acquisition Regulations (FAR), certified cost and pricing compliance (aka TINA), and internal policies and procedures with regard to estimating, cost proposal preparation, review, compliance, submission, and updates / revisions
Skills/Abilities
Able to communicate and present cost estimating information to leadership.
Able to perform bidding on different contract types (FFP, FPIF, CPFF, CPIF, T&M).
Excellent communication and analytical skills.
Detail-oriented with the ability to ensure bids are completed on schedule.
Proficient in handling multiple projects simultaneously.
Self-starter that is capable of working independently and in a team environment.
Education
Bachelor's degree in business, accounting, finance or related discipline required.
Experience
3 - 5 years of experience in Cost Estimating or other related experience.

The US base salary range for this full-time position is

$75,000.00 - $156,000.00

Our salary ranges are determined by role, level, and location. The range displayed on each job posting reflects the minimum and maximum target salaries for the position across all US locations. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training. Union ranges will be in compliance with the collective bargaining agreement's approved rates by location and role.
