Job Summary/ Purpose: Under the direct guidance of the Executive Director, Chief Science Animal Welfare Officer, CAO, & CHRO this position plans, organizes, manages and supervises all aspects of employee and animal operations at the Horse Refuge's Craig location - known as The Wild Horse Refuge.
- In this role, The Equine Refuge & Programs Officer will be expected to uphold the mission of our non-profit organization and promote its mission by ensuring employees are adhering to all employee company guidelines and all guidelines are being followed for proper animal care and well-being, while making decisions under guidance, in the best interest of the facility and its animals.
Required/Other Qualifications:
- Must reside locally as this is an in-office non-remote position.
- Must have full knowledge of Wild Horse/Equine Laws including burros is a requirement
- Demonstrated history of taking initiative to proactively solve issues and/or recommend solutions which impact an organization's success.
- Solid understanding and high expectations of managing high volumes of emails, phone calls, and communications that have high importance
- Able to perform tasks on software programs (Excel, Word, etc...)
- Able to maintain confidentiality; demonstrates sound judgement and discretion including following all policies with picture taking and photo posting.
- Ability to liaise with other departments to achieve a common goal
- Political or Law Enforcement coordination including professional communication

Functions/Job Duties: (including but not limited to):
- Monitor all upcoming events, missions, or tasks related to the position
- Perform research on various projects to prepare all projections for travel including items
- Develop and coordinate all outreach including state wide and globally
- Achieve all organizational objectives
- Maintain an effective network of all rescue community/organization partnerships
- Provide and support all resources for rescue missions including events
- Manages all reporting documentation and tracks tasks in database and electronic/hard-copy filing system
- Analyze all contract procedures and assist to implement all adjusted needs
- Develop and maintain professional relationships with all parties including Veterinarian contacts.
- Perform regular data entry and research for each project assigned
- Evaluates, writes, edits, and/or oversees the preparation of persuasive, accurate, and grammatically and syntactically correct solicitations, proposals, case statement, reports, correspondence, and other related communication materials in support of the organization's mission/rescues activities.
- Able to oversee Refuge location and evaluate relationships, procedures, and department tasks.

Detailed Description of Duties:
Under the Guidance of Management:
The Equine Refuge & Programs Officer will:
- Assist with leadership duties with specific guidance from the organization's Executive Director/CAO, Chief Science and Animal Welfare Officer, Head Veterinarian, & CHRO positions to manage animal care operations with the help of additional staff and volunteers.
- Have the responsibility of developing specific programs for Refuge Horses' care and wellbeing.
- Coordinate with Management to oversee the Refuge's Facility operations, along with associated animal care and medical equipment utilized at the Refuge location.
- Be responsible for ensuring the mental and physical health, well-being, and placement of all rescued Horses, including maintaining a working relationship with staff veterinarians and consulting with them on general and specific matters, as necessary.
- Overseeing all aspects of procuring, developing and implementing the Refuge's medical and clerical supplies.
- Responsible for overseeing all aspects of procuring, developing and implementing the Refuge's dietary needs including managing hay and field operations.
- Manage the proper disposal of hazardous waste and ensuring a clean working environment in all areas of the facility.
- Preparation of all necessary Horse acquisition and disposition paperwork.
- Anticipate and address all organizational facility concerns and/or problems.
- Conform to all federal, state, county and city laws and ordinances pertaining to Horse care and welfare.
- Organize regular programs to meet the mission of the organization and the needs of Founders and the general public as directed and approved by the organization's Executive Director.
- Manage the acquisition of materials, supplies and equipment, or direct the same, as specific operational duties warrant. The Equine Refuge & Programs Director is authorized to incur up to $500 per expenditure, necessary for the day-to-day operation of the Refuge. Any acquisition or expenditure in the amount greater than $500 must be submitted to and approved by the organization's Executive Director in advance.
- Maintain well established relationships including Federal and State.
- Develop potential interests including running and traveling for booths and events that benefit the Horse Refuge.
- Maintain professional working relationships with other organizational locations and staff, as well as other animal welfare organizations, to further our cause and fulfill our mission.
- Develop and update county and municipal relations in order to bolster the Refuge's mission and purpose within northwest Colorado, including state wide and global efforts.
- Develop and maintain pest management programs to ensure Refuge resident animals are well-protected and comfortable at all times.
- Ensure photo documentation of rescued Horses living within natural habitats is being collected on a regular basis, as well as their individual characteristics, personalities and positive advancements are noted and available for adoption programs and social media posts.
- Be responsible for gathering information for articles and reports within the quarterly newsletter, as well as the distribution of published newsletter in local communities whenever possible.
- Prepare reports summarizing Horse care statistics, activities completed, personnel/public relations issues, and other information for programs, the Head Veterinarian and Executive Director as needed.
- Prepare and maintain specific details for use in mapping the Refuge's habitats, access routes and Horse inventory.
- Be responsible for working with the organization's Human Resource and Volunteer Coordinator Departments on all staffing needs, including employees and volunteers. This responsibility includes all aspects of the staffing cycle including reviewing applications for vacant positions; Interviewing potential candidates; Making recommendations for hiring; Periodic performance reviews; Terminations with the Executive Director and CHRO approval; Periodic safety meetings; Employee or volunteer medical emergencies; Compliance with workers compensation laws of the state of Colorado; Ensuring licensed personnel remain current with continuing education programs; Tracking of personnel compensated absences and overtime; Salary surveys and reviews; and Cross-training staff and volunteers as needed.
- Be responsible for coordinating all efforts between employees and volunteers to achieve maximum results.
- Oversee facility inspections by the USDA and/or Colorado Parks and Wildlife Department, all other affiliate/s.
- Ensure that all applicable federal and state regulations, as well as organization policies and procedures are complied with.
- Be responsible for maintaining current regulatory documentation for all equipment licensed by the State of Colorado.
- Draft letters, annual reports, and guidance documents that demonstrate the organization's commitment to responsible and compliant animal care.
- Assist the organization in maintaining excellence within the horse care program with regard to its accreditation and re-accreditation process, including preparation of the Program Description, the site visit itself, and facilitating resolution of site visit findings.
- Addresses issues of horse care non-compliance with vigor and work to develop plans for immediate correction, in collaboration with the Attending Veterinarian, the BLM, and Executive Director.
