Job Description

L3Harris’ Spectrum Superiority segment is currently seeking a Lead Program Management to join our team. This position can be based at our Salt Lake City, UT or Carlsbad, CA or San Diego, CA facilities.

The Lead Program Manager is responsible for directing all phases of programs from inception through completion, with emphasis on Capture, Development and Execution, and involve engagements with multiple USG organizations and primes, as well as extensive Sub-Contractor Interface in cooperation with L3Harris Subcontracts Management.   The PM will manage competitive pursuits, shape follow on value added ECPs, as well as lead development and/or production programs.  Target programs will include scope related to the US Navy’s resilient communications and weapons initiatives.  The PM will champion program execution to achieve key business and financial objectives for orders, revenue recognition, operating income, and free cash flow with ultimate responsibility of the cost, schedule and technical performance of programs.

Essential Functions:

  • Coordinates the preparation of proposals, business plans, performance Statement of Work (SOW) and specifications, operating budgets and financial terms/conditions of contract. 
  • Participates in the negotiation of contract and contract changes.
  • Strong negotiation skills, with ability to work toward win-win solutions.
  • Leverages broad experience in shaping, developing and demonstrating for the government to recommend tactics and strategies that directly impact the achievement of overall government and L3Harris goals and objectives.
  • Strong relationship builder and communicator; Communicates effectively within and outside of L3Harris, including strategic partners in industry and government.
  • Gains and maintains high trust and confidence with customers, L3Harris leadership and program teams regarding matters of substantial importance to the government and L3Harris.
  • Provides leadership across the business area with developing solutions for technology insertion and refresh for up and coming or established platforms which include LOS and BLOS communications.
  • Extensively analyzes problems to seek understanding of the root cause of the problem, including broad-based consideration of relevant variables.
  • Strong technical and business background to evaluate and adjust win strategies, and proactively make recommendations to leadership.
  • Develop specific courses of action in program execution and capture planning, that yield predictable results and profitable return on investment.

  • Ability to travel domestically and internationally as needed (up to 20%).

Preferred Qualifications:

  • Experience with earned value program management and risk management.
  • Current or in-scope TS/SCI security clearance.

In compliance with pay transparency requirements, the salary range for this role in California, Massachusetts, New Jersey, Washington, and the Greater D.C, Denver, or NYC areas is $127,500-236,500. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location. L3Harris also offers a variety of benefits, including health and disability insurance, 401(k) match, flexible spending accounts, EAP, education assistance, parental leave, paid time off, and company-paid holidays. The specific programs and options available to an employee may vary depending on date of hire, schedule type, and the applicability of collective bargaining agreements.
