Schedule: Monday through Friday, 8:00 AM to 5:00 PM

We are seeking an experienced Enterprise Medicaid Data Architect to join a high-impact technology initiative supporting the Texas Health and Human Services Commission (HHSC). This senior-level role will lead the design and implementation of enterprise data architecture supporting large-scale Medicaid analytics, data governance, and cloud-based data integration initiatives.

This is an outstanding opportunity for a seasoned data architecture professional with deep Medicaid experience who enjoys solving complex data challenges, influencing enterprise strategy, and driving data-driven decision making across a statewide healthcare organization.

What You'll Do

As the Enterprise Medicaid Data Architect, you will:

  • Design and implement enterprise data architectures supporting large-scale Medicaid analytics initiatives.
  • Develop scalable cloud-based data integration solutions for multi-terabyte healthcare data environments.
  • Lead enterprise data governance, metadata management, master data management (MDM), and data quality initiatives.
  • Collaborate with business leaders, data engineering teams, and executive stakeholders to define long-term Medicaid data strategies.
  • Develop enterprise standards, policies, and best practices for data architecture and governance.
  • Build logical and physical data models that support reporting, analytics, and operational decision making.
  • Establish data quality metrics, governance processes, and enterprise metadata standards.
  • Support enterprise data harmonization and identify systems of record across multiple healthcare platforms.
  • Work closely with program teams to translate business requirements into scalable technical solutions.
  • Provide strategic guidance regarding Medicaid data assets, reporting, and analytics.
  • Utilize AI tools and prompt engineering techniques to improve data retrieval, reporting accuracy, and operational efficiencies.
  • Validate AI-generated outputs and ensure compliance with organizational governance and reporting standards.
  • Mentor technical teams and promote a culture of data-driven decision making throughout the organization.

Required Qualifications

To be successful in this role, candidates should possess:

  • 12+ years of enterprise Data Architecture experience.
  • 12+ years of experience with:
    • Data management
    • Data modeling
    • Data governance
    • Data quality
    • Metadata management
    • Enterprise data standards
  • 10+ years of experience working with Medicaid data, including:
    • Provider claims
    • Encounters
    • Client eligibility and movement
    • Clinical assessment data
  • 8+ years designing and maintaining enterprise Medicaid Data Warehouses.
  • Extensive experience implementing:
    • Master Data Management (MDM)
    • Reference Data Management
    • Metadata Management
    • Data Quality frameworks
  • Experience leading enterprise-wide data governance initiatives.
  • Strong communication skills with the ability to present technical concepts to both technical and non-technical stakeholders.
  • Experience working across cross-functional teams in Agile and hybrid project environments.

Preferred Qualifications

  • Experience within Medicaid, healthcare, or health insurance organizations.
  • Experience implementing enterprise Data Warehouse or Performance Management solutions.
  • Experience developing enterprise data acquisition strategies.
  • Bachelor's degree in Computer Science, Information Systems, Engineering, or a related field (or equivalent experience).
  • Certified Data Management Professional (CDMP) certification is a plus.
  • Experience working with cloud-based data platforms and enterprise analytics environments.
  • Familiarity with AI-assisted data analytics and prompt engineering methodologies.
