Job description

SUMMARY OF DUTIES

Under the supervision of the Township Engineer, responsible for performing a variety of technical duties in support of civil infrastructure projects including record-keeping. Project types include, but are not limited to, wastewater collection and treatment, water distribution, parks and recreation development, non-motorized pathways and bike lanes, sidewalk construction and maintenance, Township facility capital improvement projects, and residential, commercial or industrial private development projects. Provides customer service support and technical assistance for the Engineering Department


Duties may include surveying, design, drafting, mapping, construction inspection, construction project administration, permitting, easement descriptions and exhibits, and site/facility condition assessment. Position requires regular contact with the general public, contractors, and township staff.


Essential Duties and Responsibilities

  • Operates survey equipment and accurately gathers field information, establishes line and grade for construction projects; interprets and defines property and right-of-way lines.

  • Inspects construction projects, including monitoring contractorโ€™s construction methods and materials for compliance with plans and specifications; submits daily inspection forms; observes and documents successful testing of new utility construction.

  • Uses plans and blueprints to review and assess field conditions for compliance with Township standards and applicable ordinances.

  • Reviews provided as-built drawings for completeness, accuracy, and compliance with standards.

  • Reviews, issues, and monitors right-of-way permits for compliance with township ordinances and standards; ensures compliance with right-of-way permit conditions; investigates and resolves complaints regarding right-of-way work.

  • Reviews, issues, and inspects Township sidewalk permits in accordance with Township ordinances and standards; investigates and resolves complaints regarding public sidewalks.

  • Assists public with utility location and general requests; investigates complaints and enforces township codes and standards; conducts regular and by-request field observations of conditions.

  • Performs duties related to township MS4 permit including inspections and testing, as required.

  • Conducts a variety of administrative duties, including maintaining departmental records and reports, responding to Miss Dig ticket requests, and responding to general inquiries via email, phone, or in-person.

  • Coordinates work with other Delta Township employees, as needed.

  • Responds to and interacts with representatives from Eaton County Road Commission, Eaton County Drain Office, MDOT and other local, state, and federal agencies.

  • May be assigned various responsibilities and tasks in conjunction with emergency and disaster response operations.

  • Performs related duties as assigned.


Standard Performance Measurements

  • Completes work assignments in a timely manner and in accordance with applicable deadlines and project schedules.

  • Effectively communicates and coordinates with Township Engineer

  • Maintains detailed project records, including daily inspection reports.

  • Completes assignments in accordance with Township standards.

  • Maintains effective working relationships with township staff, township elected and appointed officials, representatives of state and county agencies, consultants, contractors, developers, business and property owners, and residents.


Qualifications
Engineering Technician

EDUCATION: Equivalent to an associate degree with coursework in engineering, surveying, construction management, or related field(s).
EXPERIENCE: Minimum 3 yearsโ€™ experience in providing engineering technician services on municipal infrastructure projects; experience must include some combination of design, drafting, GIS mapping, surveying, permitting, construction inspection or construction project administration
LICENSES: Requires possession of a valid Vehicle Operator\'s License.
SKILLS/ABILITIES:The ability to use AutoCAD Civil 3D, surveying equipment, and Bluebeam proficiently is required; experience in using GIS software is preferred. Must be able to effectively communicate with the public, property owners, other Township Departments, other government agencies, contractors and other project stakeholders.
OTHER:Self-motivated, team-oriented, and proactive problem-solving attitude.


Senior Engineering Technician

EDUCATION: Equivalent to an associate degree with coursework in engineering, surveying, construction management, or related field(s).
EXPERIENCE: Minimum 5 yearsโ€™ experience in providing engineering technician services on municipal infrastructure projects; experience must include some combination of design, drafting, GIS mapping, surveying, permitting, construction inspection or construction project administration. LICENSES: Requires possession of a valid Vehicle Operator\'s License.
