Job description

Position: Program Manager

Duration: 1 year

Location: Saint Paul, MN (Hybrid Mode)

The work is expected to be done with a hybrid of onsite and remote work. Service Delivery roles will typically work a hybrid schedule, with some onsite presence as requested. The frequency for onsite requests will depend on the project. Work environment location and timeline needs will vary by project and position and will be communicated at the time of Work Request execution.

Job Description:

This role provides leadership and coordination for programs such as Business Process Systems Integration (BPSI), ensuring successful delivery of multiple projects that align with Council initiatives. This role manages program scope, schedule, budget, and dependencies, while leading project managers and collaborating with stakeholders across all divisions. Responsibilities include developing program roadmaps, overseeing execution and tracking deliverables, managing vendor and consultant relationships, and ensuring effective communication with sponsors and senior leadership. Additionally, the position mentors project managers and supports organizational growth in project management capabilities.

Sample Tasks

  • Define program roadmaps; align multiple projects with Council initiatives.
  • Manage scope, schedule, budget, and dependencies across projects; track deliverables and benefits.
  • Lead project managers; mentor and build organizational PM capabilities.
  • Oversee vendor/consultant relationships; negotiate and manage contracts.
  • Maintain executive communication with sponsors and senior leadership; report status, risks, assumptions, issues, and dependencies.
  • Standardize program governance artifacts; drive continuous improvement.

Qualifications

  • Master's degree with five (5) years of experience, of which two (2) or more years must be in a lead role that required project management and collaboration across multiple divisions with various stakeholders that are from different levels Or Bachelor's degree with seven (7) years of experience, of which two (2) or more years must be in a lead role that required project management and collaboration across multiple divisions with various stakeholders that are from different levels.
  • PMP (Project Management Professional)
  • Project Management Institute (PMI) lifecycle; up-to-date knowledge of industry standards and best practices.
  • Agile certifications preferred.
  • Project Management methodologies and tools.
  • Portfolio management and enterprise resource management.
  • Knowledge of project management software
  • Developing and maintaining project documentation, including writing project charters, implementation plans, resource plans, status reports and all other required project documentation.
