The Emergency Management Coordinator supports the university's comprehensive emergency management program under the direction of the Director of Emergency Management. This position plays a central role in the day-to-day operations of the program, assisting in the development, implementation, and evaluation of plans, training, exercises, and outreach initiatives. The Coordinator serves as a key resource for campus departments and serves as a direct point of contact for building emergency response teams, campus partners, and external stakeholders on matters related to preparedness and response.
Description of Work Unit:Safety and Risk Services (SRS) is part of the University Operations portfolio. The Division of University Operations (DUO) oversees the systems and services that create a positive campus environment in support of the University's instructional, research and engagement missions. DUO accomplishes this through leadership in organizational development and resource management. DUO encompasses all aspects of support in the areas of Human Resources, Facilities Management, Financial Management, and Safety and Risk Services. Our employees perform a wide range of functions including offering essential financial tools and support to the University's many departments, providing key resources to employees, and keeping campus safe, clean, accessible and beautiful.
Safety and Risk Services' mission is to collaborate with all campus constituents (students, staff, faculty, and visitors) and the surrounding community to safeguard life and health and mitigate threats to the university's core mission of academic excellence, research, and public safety. SRS is comprised of the CSU Police Department, Emergency Management and Continuity, Environmental Health Services, Risk Management & Insurance, Clery Act Compliance, the University Policy Office, Parking and Transportation, Central Receiving and Surplus Property. SRS also has shared oversight for Public Information and Safety Communications. SRS fulfills its mission by providing a variety of professional services, technical assistance, training, and regulatory oversight.
SRS supports, and the Assistant Vice President for Safety and Risk Services and Chief Resilience Officer leads, the University's strategic Enterprise Risk Management and Organizational Resilience framework approach to cultivating leadership, staff engagement, effective partnerships, situational awareness, innovation and proactive problem-solving to create a more resilient and agile university.
Coordinate and maintain the day-to-day operational readiness of the university's emergency management program, including upkeep of the Emergency Operations Plans, Emergency Action Plans, and department-level preparedness documentation to ensure plans remain current and actionable.
Support activation and operation of the Emergency Operations Center (EOC) by fulfilling an assigned ICS role, maintaining situational awareness, and managing documentation and logistics during incidents, exercises, or declared emergencies.
Design and deliver emergency preparedness training programs and outreach materials tailored to diverse university audiences - including students, faculty, staff, and building emergency coordinators - advancing a campus-wide culture of safety and resilience.
Plan and execute emergency exercises at all levels - tabletop, functional, and evacuation drills - using HSEEP methodology, including coordination of logistics, participant communication, and post-exercise after-action reviews.
Serve as the primary point of contact for the Building Emergency Response Team (BERT) network, providing ongoing support, resources, and guidance to ensure building-level preparedness capacity across all campus facilities.
Monitor campus emergency notification systems, weather alerts, and regional threat information, maintaining message templates and distribution lists and supporting timely, accurate communications during incidents.
Support event preparedness planning for university special events - including commencement, athletic events, and large-scale campus gatherings - by conducting safety needs assessments, developing event-specific Emergency Action Plans (EAPs), coordinating with event organizers and public safety partners, and ensuring response resources and protocols are in place prior to each event.
Perform other related duties as assigned in support of the emergency management program, university operations, and institutional preparedness goals.

Bachelor's degree in Emergency Management, Homeland Security, Public Administration, Criminal Justice, Public Safety, or a directly related field from an accredited institution.
Two (2) years of professional experience in emergency management, public safety, public health preparedness, or a closely related field, including demonstrated exposure to emergency planning, training, or exercise activities.
Master's degree in Emergency Management, Public Administration, or a related field.
Completion of ICS-300 and/or FEMA Professional Development Series (PDS).
Experience working in a higher education, healthcare, or similarly complex institutional environment.
Experience coordinating emergency exercises using HSEEP methodology, including development of exercise design documentation and after-action reports.
Demonstrated experience developing training materials or educational resources for diverse adult audiences.
Experience supporting or coordinating emergency preparedness planning for large-scale special events, including the development of event-specific Emergency Action Plans (EAPs) in coordination with public safety, venue, and operational partners.
