Position Overview
ABA SHINE is seeking an experienced Program Administrator to lead the launch and operation of a Level 7 Residential Facility serving children (ages 17 and under) with severe behavioral and clinical needs.
This is a high-impact leadership role responsible for ensuring:
  • Regulatory compliance (Title 22 & Title 17)
  • Program stability and safety
  • Staff performance and retention
  • Coordination with Regional Center (RCEB)

The ideal candidate has experience in high-acuity residential or behavioral programs and understands the complexity of supporting individuals transitioning from CCH, or high-risk placements.
Key Responsibilities
Program Leadership
  • Oversee daily operations of a 4-bed Level 7 residential home
  • Ensure a highly structured, predictable, and safe environment
  • Maintain compliance with CCL, DDS, and RCEB requirements

Staffing & Supervision
  • Hire, train, and supervise direct care and supervisory staff
  • Ensure staffing ratios meet Level 7 expectations (1:1-1:2 as needed)
  • Manage staff schedules including 24/7 awake coverage

Compliance & Quality Assurance
  • Maintain licensing standards (Title 22)
  • Ensure proper documentation, incident reporting, and audits
  • Partner with clinical team to ensure programming is implemented correctly

Collaboration
  • Act as primary liaison with:
    • Regional Center (RCEB)
    • Families and guardians
    • Clinical providers (BCBA, psychiatry, etc.)

Qualifications
  • Bachelor's degree required (Human Services, Psychology, or related field)
  • 2-5+ years in residential or behavioral health leadership
  • Experience with:
    • Developmental disabilities
    • Severe behaviors (SIB, aggression, elopement, PICA)
  • Strong knowledge of:
    • Title 22 regulations
    • Incident reporting and licensing compliance
  • Experience managing teams in high-intensity environments

* Preferred
  • Experience in:
    • Level 4I / Level 6 / EBSH / CCH / STRTP programs
  • Working toward certification (not required but highly valued)
