Job description

Responsibilities
Peraton is seeking a seasoned Program Manager to lead a program supporting the Defense Manpower Data Center (DMDC) and Defense Human Resources Activity (DHRA). This role serves as the primary point of contact to the Government, overseeing all technical, operational, and contractual execution across a multi-year, multi-task contract spanning IT strategy, ICAM, systems engineering, financial management, portfolio governance, and R&D lifecycle support.
Responsibilities:
  • Participate in enterprise governance forums including IT Governance Boards, Executive Committees, ICAM councils, and portfolio reviews.
  • Consult with the customer to formulate and review a Technical Roadmap which makes recommendations for DMDC consideration to drive innovation, process improvement, efficiencies, and leverages emerging technology.
  • Lead all program operations across 11 task areas, ensuring cost, schedule, and quality performance for both FFP and T&M efforts.
  • Serve as the single PM and primary COR liaison, providing senior-level engagement with DMDC/DHRA stakeholders.
  • Direct multi-location teams across contractor sites, Mark Center (VA), and DoDC (CA).
  • Oversee task planning, deliverables, risk management, and performance reporting.
  • Meet contractual AQLs including: 95% on-time delivery, 99% by due date, 95% first-time accuracy, and 1-business-day Government response.
  • Lead monthly, weekly, and annual governance activities including MSRs, IPRs, risk boards, and technical roadmap updates.
  • Support business development activities and contribute to strategic planning initiatives.
  • Support business development activities including opportunity identification, proposal support, and customer relationship management
  • Participate in ICAM Governance bodies and Integrated Product Team (IPT) efforts in support of DoW CIO ICAM initiatives

Qualifications
Required Qualifications
  • 16 years of experience
  • Experience in progressive program management supporting large, complex DoD IT programs
  • Bachelor's degree in a technical, business, or financial field.
  • Active Top-Secret clearance (required as Key Personnel).
  • Must be a US Citizen
  • Experience briefing and engaging with senior Government leadership
  • Experience with PIV/CAC, PKI, SAML, OAuth, and OIDC in enterprise environments.
  • Demonstrated expertise in ICAM, identity lifecycle management, federation, Zero Trust, and federal identity standards (NIST SP 800-63, FICAM, OMB Zero Trust Strategy).
  • Proven success managing FFP/T&M contracts and geographically dispersed teams.

Preferred Qualifications:
  • Master's degree in business, IT, or Engineering.
  • PMP strongly preferred; DAWIA PM II/III, ITIL, CISSP or equivalent.
  • Experience supporting DMDC, DHRA, or Defense HR/manpower IT programs.
  • Knowledge of Section 508, R&D lifecycle support, and GSA FAS contract vehicles.

Target Salary Range
$146,000 - $234,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
