Main Purpose of Job

This position will support the Department of General Services (DGS)\r\nFacility Engineering Division (FED) that supports State owned buildings. This\r\nunit is within the DGS Office of Design, Construction & Energy (DCE). This\r\nposition directs and coordinates facility engineering work in a Statewide\r\nmaintenance and repair program involving the inspection, design and repair of\r\nsystems and utilities related to the maintenance of buildings and grounds.\r\nIdentify, prioritize and monitor the maintenance and repair of State-owned\r\nfacilities according to State policies and standards. Utilize funds to prevent\r\nthe deterioration of State facilities and avert potentially life-threatening\r\nconditions. This includes DGS, MDH, Vet, Milit, DJS, DPSCS, HSMCC, DLLR, MDA,\r\nMDE, MDP, MEMA, MPT, MSP, and the MD School for the Deaf. The work requires\r\ntravel to sites throughout the State in order to assess the condition of the\r\nfacility and determine the necessary projects and prioritization of these\r\nrepair projects.\r\n

POSITION DUTIES

Duties to include but not limited to:\r\n\r\n Internal Construction Document Design: Evaluates the program letter and project justification\r\nsubmitted by the facility. Creates bid documents in coordination with the\r\nusing agency to include specifications/project manual. Assembles\r\nbid documents and submit for solicitation. Manages projects through bid\r\nprocess, construction, and substantial completion. Completes all\r\nappropriate documents associated with the project.\r\n\r\n\r\n\r\n Contract Approval/Construction:\r\nPrepares appropriate agenda items for approval of contract in accordance\r\nwith MD Procurement Regulations. Manages and/or coordinates projects with\r\nthe using agency and DGS Construction Division during the construction\r\nphase to assure completion of project in accordance with specifications.\r\nDevelops and manages all approved and assigned emergency projects.\r\nApproves changes as necessary to the scope of work, reviews and approves\r\nproposed change orders and approves any additional funding in accordance\r\nwith DGS procedures. Maintains electronic PCO/Change Order Log in project\r\nfolder drive. Reviews and approves invoices within 3 days of receipt.\r\n\r\n\r\n Procurement Actions: Prepares bidding documents incorporating the A/E construction\r\ndesign into the DGS procurement package. Coordinates the advertising date,\r\nthe pre-bid date, and the bid date between the DGS Procurement Office, and\r\nthe using agency and submit package for procurement.\r\n\r\n\r\n Professional Services Construction Document Design: Manages the A/E design contract to assure\r\ncoordination between the A/E and the using agency to obtain a design that\r\nmatches the project justification and meets the standard for the industry\r\nfor construction. Evaluates and requests changes as necessary on all A/E\r\nsubmittals. Conducts CD review meetings. Reviews/Approves estimates prepared by\r\nA/E.\r\n\r\n\r\n Design or A/E Selection, Negotiation and Management: Evaluates the program letter and project\r\njustification submitted by the facility to determine what if any\r\nprofessional A/E service is required. Involve the using agency throughout\r\nthe selection and design process. Negotiates the A/E fees and obtain\r\nprocurement approval as required.\r\n\r\n\r\n Meetings/Miscellaneous: Attends all meetings as necessary, resolving\r\nissues and providing project management insight. Processes invoices in\r\naccordance with regulations. Reviews documentation as submitted and\r\napprove as necessary\r\n

MINIMUM QUALIFICATIONS

Experience:Six years of experience, two years of experience as an Engineer in the building construction, renovation or maintenance fields and an additional four years of experience performing maintenance or construction engineering work in facility and maintenance system work.\r\nNotes:\r\n1.Candidates may substitute the possession of a Bachelor's degree in engineering from an accredited college or university and two years of experience as an Engineer in the building construction, renovation or maintenance fields for the required experience.\r\n2.Candidates may substitute U.S. Armed Forces military serviceexperience as a commissioned officer in Civil Engineer Corps classifications or Construction Engineering Technician, or Civil or Combat Engineering specialty codes in the Engineering field of work on a year-for-year basis for the required experience.\r\n

SELECTIVE QUALIFICATIONS

Applicants must possess the following additional\r\nqualification(s) to be considered. Include clear and specific\r\ninformation on your application regarding all qualifications.\r\n\r\nTwo\r\n(2) years of experience in construction project management, construction cost\r\nestimation, project cost analysis, preparing cost estimates, preparing project\r\nspecification and evaluating A/E schedules, estimates and project scope.\r\n

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants who possess the\r\nfollowing preferred qualification(s). Include clear and specific\r\ninformation on your application regarding all qualifications.\r\n\r\n\r\n Two (2) years of experience in capital budgeting.\r\n Two (2) years of experience developing rough order of\r\nmagnitude estimates.\r\n Two (2) years of experience reviewing A/E prepared\r\nestimates.\r\n Two (2) years of experience providing cost-related\r\ntechnical review comments on project plans and documents\r\n\r\n
