Job description

As the Performance & Resourcing Division Director at DMDC, you will lead the IT financial and governance lifecycles for mission-essential portfolios. Leading a key DMDC division, you will direct PPBE/POM processes, oversee the IT Governance process, manage support agreements, and manage enterprise metrics and IT business tools. This GS-15 leadership role reports directly to the Chief of Staff and offers executive impact while directly supporting programs vital to our nation's personnel.
.Qualifications:You may qualify at the GS-15, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service:
  • Serving as an authoritative subject-matter expert (SME) in the governance of enterprise-wide IT planning, process optimization, and performance management for mission-critical IT portfolios.
  • Serving as the principal advisor to senior executive leadership on portfolio financial health, PPBE strategy, and acquisition and IT capital planning, providing expert-level oversight, risk mitigation, and strategic resource guidance.
  • Representing the agency in high-level, cross-agency coalitions and boards to negotiate, align, and execute multi-agency strategic plans impacting enterprise-level programs and associated acquisition strategies.
  • Overseeing the full lifecycle of the Planning, Programming, Budgeting, and Execution (PPBE) process, including Program Objective Memorandum (POM) development, budget submissions, and tracking the financial execution of major acquisition programs.
  • Demonstrating comprehensive knowledge of the Defense Manpower Data Center (DMDC) IT portfolio, including enterprise data and key enterprise programs such as the Defense Enrollment Eligibility Reporting System (DEERS), Enterprise Human Resource Information System (EHRIS), Identity Credential Management (ICM), and Personnel Support capabilities within the Human Resource Management (HRM) business mission area.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.Education:Substitution of education may not be used in lieu of specialized experience for this grade level.Employment Type: OTHER
