The Santos Manuel Student Union (SMSU) serves as the campus social hub, supporting student retention and engagement.

Work Schedule

This is a regular, full-time, salaried position. Willingness to work a flexible schedule as necessary to respond to emergency/urgent situations is required. This may include working extended hours, evenings, weekends and some holidays.

General Purpose

The Executive Director of the Santos Manuel Student Union (SMSU), a 501(c)(3) auxiliary organization of CSU San Bernardino, provides leadership, management, direction and financial oversight and serves as the senior executive accountable for strategic direction, fiscal stewardship, policy implementation, risk management, and effective administration to all areas of the SMSU including all personnel, yearโ€‘round programming, facilities & operations, administrative support services, diversity & belongingโ€‘focused affinity centers, and the Recreation & Wellness Department (RecWell). The Executive Director also provides oversight of staffing and operations to the Rancho Mirage Student Center (RMSC) on CSUSBโ€™s Palm Desert Campus.

As part of the universityโ€™s commitment to shared governance, the Executive Director works directly with the SMSU Board of Directors, preparing recommendations, reports and decision materials.

Essential Duties and Responsibilities
  • Provides executive leadership for policy development, strategic planning, organizational priorities, and operational alignment across SMSU, RecWell, RMSC, and related programs.
  • Establishes measurable goals and objectives to advance student engagement, wellness, belonging, retention, and organizational effectiveness.
  • Oversees and leads annual budgeting and planning processes in conjunction with senior leadership; administers financial plans and budgets consistent with Boardโ€‘approved procedures.
  • Monitors financial performance, budget variances, reserve impacts and emerging fiscal issues; promotes audit readiness.
  • Engages stakeholders from executiveโ€‘level, student affairs, enrollment management, academic affairs, financial services, campus auxiliaries and the student body to develop customerโ€‘centered plans, procedures and policies.
  • Identifies and evaluates contractual, partnership and sharedโ€‘service opportunities, ensuring contracts and agreements are appropriately reviewed, documented and monitored.
  • Oversees vendor and partner relationships to ensure alignment with SMSU priorities and institutional values.
  • Coordinates capital equipment purchases, facility development and renovations, longโ€‘term facility renewal, deferred maintenance and capital planning.
  • Provides oversight for internal controls, policy implementation, audit readiness, risk mitigation, records retention and compliance with federal, state and auxiliary requirements.
  • Supports transparent and accountable governance by ensuring major fiscal, contractual, capital and policy matters are elevated through the appropriate approval channels.
  • Provides oversight to the RecWell and RMSC areas, aligning staffing, services, budgets and studentโ€‘facing programs with organizational priorities.
  • Serves as a member of the Student Life Team and the DSA Council, contributing to recruitment and retention of CSUSB students.
  • Collaborates with DSA partners and colleagues across campus to develop programs that support student development, success, wellness and belonging.
Minimum Education and Experience Qualifications

Education and/or Experience: Masterโ€™s Degree in Business Administration, Educational Leadership, Student Personnel Administration, Higher Education Administration or a related field. Minimum eight (8) years of progressively responsible management experience, including significant responsibility for personnel supervision, budget and fiscal management, organizational leadership, policy implementation, studentโ€‘centered services, and collaboration with executive leadership and/or governing boards.

Supervisory Responsibilities

Directly supervises a total of 2 directors, 2 associate directors, 5 other managers and indirectly supervises 26 professional staff across the organization.

Additional Skills Required

Language Skills: Ability to read, analyze, and interpret common scientific and technical journals, financial reports and legal documents; respond to inquiries or complaints from customers and regulatory agencies; write speeches and articles; present to campus leadership, public groups, or boards of directors.

Mathematical Skills: Ability to work with probability and statistical inference, fundamentals of geometry and trigonometry, accounting/financial analysis, compute rate, ratio, percent, and interpret bar graphs.

Reasoning Ability: Ability to define problems, collect data, establish facts, draw valid conclusions, interpret technical instructions, and exercise discretion and independent judgment.

Computer Skills: Advanced knowledge of MS Office (Excel, Word, PowerPoint, Outlook) and enterprise financial, reporting, and administrative systems for budget review, data analysis, and organizational oversight.

Physical Demands

Employee is required to talk, hear, sit, use hands, reach, stand, walk, lift up to 10 pounds, occasionally lift up to 25 pounds; vision required: close vision.
