POSITION TITLE: Director of Clitheroe
CORPS/DEPARTMENT: Clitheroe Center
SUPERVISOR: Alaska Divisional Social Services Secretary
FLSA STATUS: Full-Time/40 hours per week; Exempt
MISSION STATEMENT

SCOPE OF POSITION
The Director of Clitheroe ensures high-quality substance abuse and dual-diagnosis treatment through program integrity and program design. Directs the work of staff engaged in execution of the program, continually evaluates the effectiveness of services provided, and seeks new approaches and funding to fulfill community needs and professional development of Clitheroe staff. They will list and maintain community participation and support for the program, working as required to further the goals of serving people with substance use disorders throughout the state of Alaska. They will oversee the clinical and treatment aspects of the Clitheroe Residential program and the Department of Correction/Substance Abuse Treatment Services.
QUALIFICATIONS
- Master's Degree or greater in a field specifically related to social services or nonprofit management; fifteen years' professional experience overall; three years' experience in the field of behavioral health; and three years' supervisory experience
- Knowledgeable about group, individual, and family counseling, case management, treatment planning, discharge planning, crisis intervention, and client assessment and
- Skilled in didactic presentations, budgeting, financial management, grant writing, community networking, and all aspects of personnel
- Experienced in service delivery, including program management, addictions, and mental health treatment.
- Knowledgeable about cross-cultural issues, Commission on Accreditation of Rehabilitation Facilities (CARF) certification, and Alaska Division of Behavioral Health
- Obtain or have a Chemical Dependency Counselor Supervisor (CDCS) within a year of hire.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED
- Ability to organize workload and follow office procedures using good, independent judgment.
- The ability to maintain a self-motivated and self-directed schedule. Able to address multiple projects in a time-sensitive manner, taking initiative and being flexible to ensure that objectives are met in an

ESSENTIAL FUNCTIONS
- Analyzes client and community needs; develops and improves substance abuse and dual-diagnosis residential programs; evaluates and approves treatment modalities; meets all regulatory requirements, laws, and best practices; develops standards of practice for clinical processes to increase program efficiency and integrity.
- Reviews client data reports and analyzes attainment of program goals and objectives; attends case reviews and staff meetings regularly; analyzes and updates curricula on an annual basis; uses evidence-based practices and client feedback to improve services and treatment
- Exercises assertive management skills to ensure quality operation of the program, effective personnel performance, efficient service delivery, and compliance with all applicable laws and regulations.
- Serves as the primary agency liaison between Clitheroe and other community and State agencies to promote communication and
- Provides and ensures staff training that meets or exceeds industry standards; analyzes clinical staffing resources; and establishes expectations for documentation, caseloads, and
- Assists the Anchorage Social Services Business Director with recruiting, interviewing, hiring, promotions, disciplinary actions, and termination of residential and clinical staff per TSA policy.
- Plans, monitors, and appraises job performance of management staff; and partners with the Anchorage Social Services Business Director to ensure that staff issues are resolved in a timely
- Assists the Anchorage Social Services Business Director when necessary to help prepare budgets and grant applications to ensure the continuation of Clitheroe is fiscally sound.
- Coordinates audits for counseling staff; reviews all client discharges; chairs treatment team meetings; attends quality assurance meetings; conducts client interventions; oversees ASAM criteria implementation as part of assessment procedures; reviews and upgrades clinical programs to enhance quality of client treatment; and conducts regular chart audits to ensure quality and compliance of records.
- Plans and implements scheduled training for clinical staff and participates in training for support staff as needed.
- Makes program presentations; participates in inter-agency committees, task forces, and approved trainings.
- Oversees training and use of Electronic Health Records (EHR) by clinical staff.
- Perform all other duties and responsibilities as assigned.
Language Skills: Must be able to understand, follow, and give both written and oral instructions. The employee must be able to use speech and hearing for ordinary and telephone conversations.
Mathematical Skills: Must be able to perform simple calculations (addition, subtraction, multiplication, and division) and apply concepts such as ratios and percentages in practical situations.
SOFTWARE RELATED SKILLS: Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook) required; working knowledge of integrated database applications and ability to use new software programs with basic training. Has knowledge with Electronic Health Records (EHR).
DRIVER REQUIREMENTS: Current Alaska Driver’s License with acceptable driving and criminal history. Must also complete and pass The Salvation Army Driver Safety Course.
Performance Skills: Must be creative, self-motivated, organized, flexible, and possess leadership skills.
PHYSICAL DEMANDS: Ability to sit, walk, stand, bend, squat, climb, kneel, and twist on an intermittent or continuous basis. Ability to grasp, push, pull, and reach overhead. Ability to lift 30 pounds. Qualified individuals must be able to perform the essential duties of the position with or without accommodation.
