Position Summary

ANSER is seeking an Advanced Manufacturing Analyst to support the Industrial Base Analysis and Sustainment (IBAS) program within the Office of the Assistant Secretary of War for Industrial Base Policy (IBP). In this role, you will provide technical and strategic expertise to assess advanced manufacturing initiatives, support industrial base investments, and deliver data-driven recommendations that strengthen manufacturing capabilities and supply chain resilience.

This position may be based at ANSER Headquarters in Arlington, VA, the Mark Center in Alexandria, VA, or via telework within the National Capital Region.

Day-to-Day Responsibilities
  • Serve as a technical and strategic advisor to Government customers on advanced manufacturing initiatives.
  • Evaluate advanced manufacturing project proposals and provide data-driven recommendations on technical feasibility, funding strategies, and implementation approaches.
  • Assess manufacturing capabilities, industrial base risks, and supply chain challenges to support investment decisions.
  • Develop acquisition documentation, technical analyses, briefings, and official correspondence in support of IBAS initiatives.
  • Monitor project execution by tracking cost, schedule, and performance while providing oversight of contract awardees.
  • Manage project schedules, program data, and reporting requirements across multiple efforts.
  • Coordinate with Government stakeholders, mission partners, and industry to deconflict activities and support program execution.
  • Respond to Requests for Information (RFIs), taskers, and other executive-level inquiries.
  • Represent Government interests in meetings, document meeting minutes, and track action items.
  • Conduct outreach activities, site visits, and strategic communications in support of industrial base initiatives.
  • Prepare clear, concise reports and presentations for senior leadership.
  • Collaborate with geographically dispersed teams while maintaining high standards of professionalism and customer support.
Required Qualifications
  • Active SECRET security clearance with the ability to obtain and maintain a TOP SECRET clearance.
  • Bachelor’s degree in industrial engineering, systems engineering, or a related field. Equivalent military experience in a related specialty may be considered in lieu of the degree requirement.
  • Minimum of ten (10) years of experience in industrial manufacturing or research, development, test, and evaluation (RDT&E). Will consider five (5) years of experience with a master’s degree in a related field.
  • Demonstrated experience with either manufacturing production site facilitation or product lifecycle management/engineering.
  • Direct experience supporting hardware development or sustainment within a U.S. Military Service, Major Command, Office of the Secretary of War-level organization, or industrial organization (Defense Industrial Base experience preferred).
  • Prior experience writing and presenting technical information.
  • Proven ability to work effectively in a fast-paced, collaborative team environment.
  • Proficiency with Microsoft Office Suite, including Word, Excel, PowerPoint, and SharePoint.
Preferred Qualifications
  • Strong analytical, technical writing, and presentation skills with the ability to communicate complex topics to senior leaders.
  • Experience supporting the Office of the Secretary of War or a comparable senior-level strategic staff organization.
  • Experience with the Department of War acquisition lifecycle and the Planning, Programming, Budgeting, and Execution (PPBE) process.
  • Experience briefing and advising senior military leaders, including Flag and General Officers.
  • Knowledge of systems engineering, scientific analysis, and program analysis methodologies applied to advanced manufacturing initiatives.
  • Experience leading project implementation while managing cost, schedule, and performance objectives.
  • Project Management Professional (PMP), Certified Systems Engineering Professional (CSEP), or equivalent professional certification.
  • Lean Six Sigma Green Belt or higher with demonstrated process improvement experience.
