SUMMARY DESCRIPTION
The Director of Construction and Project Management for the Washoe County School District provides leadership and oversight for all construction project management activities under the direction of the Chief Facilities Management Officer. This position manages the construction planning, development, and execution of new school and support facilities, additions, renovations, revitalization and renewal projects, IT construction, furniture, fixtures and equipment (FFE) installations, remodels, and major facility maintenance projects to support the District's educational mission.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Direct, organize, plan, coordinate, and manage the functions and services of Facilities Management Construction Division.
- Manages all phases of construction projects, from contract negotiation through project close-out.
- Reviews and approves construction project change orders and contractor progress payment requests.
- Monitors project budgets, schedules, and quality of workmanship to ensure compliance with project requirements and District guidelines.
- Maintains complete and accurate project documentation, including contracts, change orders, test reports, Board actions, correspondence, and related records.
- Coordinates with architects, engineers, contractors, and other stakeholders regarding technical interpretations and application of laws, ordinances, and engineering codes.
- Collaborates with Planning staff, design professionals, inspectors, local authorities, and contractors to resolve design and construction issues.
- Verifies corrective actions have been implemented and incorporates lessons learned to prevent recurring project issues.
- Ensures all project close-out requirements are completed and all documentation is received in accordance with District standards, jurisdictional requirements, and project specifications.
- Maintains compliance with Nevada Revised Statutes (NRS) governing Public Works projects.
- Ensures adherence to all applicable federal, state, and local laws, ordinances, regulations, and codes related to assigned construction projects.
- Direct organize, plan, coordinate and manage the functions and services of the Capital Projects and Facilities Management Remodel Division including budget, design, bidding/quoting, in-house construction and contracted construction.
- Direct, organize, plan, budget, coordinate and manage the space planning, acquisition, and relocation of Furniture, Fixtures and Equipment for all construction projects, lease property projects and remodel projects.
- Develops overall construction program project schedules and works with the Planning Director to implement all projects timely and effectively serves as the liaison to the sites and administration for construction activities.
- Evaluate Division performance, reviewing work methods and procedures and developing and implementing changes in work processes to enhance efficiency;
- Develops labor resource plan for remodel, project management and project inspection services and secures the needed resources through the hiring of personnel or contracted services.
- Direct, oversee, and perform construction project management for all major and minor construction projects, with both in-house and contracted services.
- Provide advice and conduct investigations as requested by Washoe County School District Board of Trustees.
- Studies plans and specifications for accuracy and completeness in fulfilling project needs, and to help determine if plans are ready for bidding and construction.
- Manages NRS Prevailing Wage and Federal Davis-Bacon wage requirements including monitoring, review, investigation and determinations.
- Provides services including; space planning, design, construction estimates, FFE estimates, construction management and relocation supervision.
- Supervise assigned staff, determining work performance standards, conducting performance evaluations, providing direction to staff, conducting employment interviews, and handling disciplinary problems.
Communication and Collaboration
- Works with the Regulated Systems Division to monitor construction activity and compliance with regulated systems including lead, asbestos, mold, etc.
- Collaborates with Academics and school sites as needed for construction activities
- Collaborates with the Information Technology Department to provide infrastructure and network capabilities
- Collaborates with the Facilities Management Maintenance Department on all construction projects
QUALIFICATIONS
Any combination of education and experience that could likely provide the required knowledge and skills is qualifying. A typical way to obtain knowledge and skills would be:
Education:
- Bachelor's Degree in Architecture, Engineering or Construction Management,
Experience:
- Five (5) years of professional experience, includes staff supervision and a majority of time, which consisted of working with professional architectural or engineering firms dealing in building construction, or working as a senior level project manager for a building construction contracting firm,
Licenses/Certificates:
- Professional registration as an architect or engineer in the State of Nevada is desirable.
COMPETENCIES FOR SUCCESSFUL PERFORMANCE OF JOB DUTIES
Knowledge of:
- Knowledge of commercial building construction processes, from site preparation through project completion.
- Knowledge of building construction systems, including architectural, structural, plumbing, mechanical, and electrical components.
- Knowledge of construction contracts, including standard contract provisions, bonding and insurance requirements, prevailing wage laws, and various construction agreement types.
- Knowledge of construction project coordination and administration, including recordkeeping, inspections, closeout procedures, and warranty management.
- Knowledge of applicable building codes and standards, including National Electrical Code (NEC), Life Safety Code, Uniform Building Code (UBC), and International Building Code (IBC).
- Knowledge of construction cost estimating methods, procedures, and consultant fee structures.
- Knowledge of construction bidding processes and contract document preparation methods.
- Knowledge of computer operations and proficiency in construction project scheduling and management software, Microsoft Excel, and Microsoft Word.
- Knowledge of management principles, staff supervision, and administrative practices.
Skill and Abilities:
- Ability to coordinate and monitor building construction schedules, inspections, and schedule deviations to ensure timely project completion.
- Ability to maintain accurate and organized construction project files and records.
- Ability to prepare and review construction plans and specifications for completeness, clarity, consistency, and accuracy to support bidding and construction activities.
- Ability to administer construction contracts, including contract execution, Board reports, change orders, and project correspondence.
- Ability to monitor project progress and ensure compliance with contract requirements and project objectives.
- Ability to conduct final inspections of building construction projects and verify completion of all contract requirements.
- Ability to prepare, track, and follow up on punch lists, warranties, and guarantees.
- Ability to perform building code analysis and construction cost estimating.
- Ability to communicate effectively, both verbally and in writing.
- Ability to establish and maintain effective working relationships with contractors, consultants, stakeholders, and staff.
- Ability to supervise staff, provide leadership, and administer departmental operations effectively.
