Position Summary


This is an intermediate level position that, operates and manages multiple contracts with minimal supervision, manages and administers all stages and activities related to assigned project(s). Projects/Contracts that will be managed include Staff augmentation and administrative work. The position requires practicable knowledge of business, financial, and human capital practices to fulfill contractual terms and conditions. The position will interact with project staff, perspective staff, senior executives and client managers.


Job Duties and Responsibilities

  • Though this position is a management position, recruiting will also be performed as part of this position to fulfill staff augmentation contracts. Experience in recruiting would be recommended.
  • Manage multiple projects and concurrent schedules and competing priorities.
  • Manage P&L for the Management Services Division.
  • Develop and review project proposals to determine timelines, funding limitations, staffing requirements, and allotment of resources for each phase of the project.
  • Provide oversight and direction to project teams, including assignment of individual responsibilities, tasks, and technical functions. Monitor individual and team progress to ensure all deliverables are met within prescribed schedules.
  • Ensure compliance with contract requirements, and federal and state regulations and standards.
  • Review status reports prepared by project personnel and modify project plans as required. Prepare and present project status reports to management and clients.
  • Monitor costs and profits, address variations, and appropriate funds according to budget guidelines. Review and approve all related costs and invoices. Update and operate accounting systems.
  • Complete performance evaluations, recommend salary actions, and approve timesheets, leave requests, travel expense reports, status reports, and other required administrative paperwork.
  • Develop scopes of work, approve subcontract agreements, provide oversight and guidance, review and approve invoices, and monitor payment for independent contractors.
  • Implement all JGMS corporate administrative policies and procedures.
Requirements:

Required Qualifications:

  • Bachelor’s degree in Engineering, Business Administration, Finance, or a related field with 5 or more years’ experience, or equivalent combination of education and relevant experience.
  • Acquired and demonstrated use of logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
  • Expertise and demonstrated knowledge in several areas such as engineering, architecture, operations, and business management functions.
  • Fiscal management experience with federal funds, and a solid ability to understand, develop, and forecast budgets.
  • Strong ability to accurately complete complex tasks efficiently and thoroughly.
  • Experience administering and managing projects with values ranging from $4M to $15M.
  • Advanced knowledge of JGMS organizational functions, structure, and business operations.
  • Strong proficiency with Microsoft Office, MS Project and other project management tools.
  • Exceptional time management and organizational skills including prioritization of tasks under strict deadlines, and the ability to manage multiple projects at the same time.
  • Excellent interpersonal, communication, and technical writing skills with the ability to create and present material to senior management and clients.
  • Professional certification/membership may be required within the first year of moving into this classification.
  • Ability to read, analyze, interpret, and write complex documents. Ability to respond effectively to common inquiries or complaints. Ability to effectively speak and present information to senior management.
  • Ability to comprehend and apply advanced mathematical concepts.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions.
  • Judgement and decision-making skills: Few precedents and/or procedures are readily available. Work frequently requires handling specialized situations that have a moderate to high impact on the department or organization. Most work is complex and completed independently by considering different courses of action and refining methods or developing techniques to solve problems. Work is typically reviewed only at completion.

Desired Qualifications:

  • Demonstrated experience sourcing, recruiting, screening, and hiring qualified candidates for professional, technical, and/or government contracting positions.
  • Demonstrated experience supporting staff augmentation contracts, including talent acquisition, candidate submittal management, client coordination, and workforce planning to meet contract staffing requirements.
