Summary of Job Duties:
The Director, Recruitment Services, provides strategic leadership and operational oversight of the UAMS Recruitment Services function, encompassing both Core and Strategic Recruitment Services teams. This role is accountable for team performance, service quality, workforce planning partnership, and the continuous improvement of recruitment systems, processes, and candidate experience across the institution. The Director partners with senior HR and institutional leadership to align talent acquisition strategy with UAMS's workforce and organizational objectives.
Qualifications:
Minimum Qualifications:
  • Bachelor's degree in Human Resources, Business, or related field
  • Eight (8) years of progressive recruiting experience with three (3) years of recruitment leadership experience.
  • Demonstrated experience managing a full-cycle recruitment function. In-depth knowledge of laws/regulations related to staffing and recruitment is required.
  • Proven ability to lead and develop high-performing teams.
  • Required proficiency with applicant tracking systems (ATS).
  • Strong data literacy and ability to translate metrics into operational decisions.

Preferred Qualifications:
  • Master's degree in HR, Business, or related field
  • Experience with Workday Recruiting
  • Background in executive or leadership-level search
  • Experience recruiting for healthcare or academic medical center environments.
  • SHRM-CP, SHRM-SCP, or PHR/SPHR certification.
  • Knowledge of UAMS or AR state government HR policies.

Responsibilities:
  • Team Leadership & Performance Management - Lead, develop, and manage the Recruitment Services team organized into Core and Strategic service tracks; champion a culture of continuous improvement, accountability, and service excellence; monitor and report team performance metrics (including time-to-fill, time-to-offer, time-to-hire, offer acceptance rate, hiring manager satisfaction, and quality of hire) to HR leadership on a regular cadence.
  • Recruitment Strategy & Service Delivery - Establish and own the overall recruitment strategy, service delivery standards, and annual goals for the function; lead the annual review of business unit assignments, recruiter portfolios, and team structure to ensure alignment with institutional volume and complexity.
  • Stakeholder Partnerships, Escalation & Employer Branding - Serve as the primary escalation point for both service teams and executive-level hiring authority relationships; partner with HR Business Partners, Compensation, and institutional leaders on workforce planning, position management, and organizational hiring initiatives; drive employer branding efforts in partnership with Communications and HR leadership to strengthen UAMS's position in competitive talent markets.
  • Compliance, Budget & Operations - Ensure compliance with all applicable federal, state, and institutional employment laws, regulations, and policies throughout the recruitment process; develop and manage the Recruitment Services operating budget.
  • Technology, Data & Vendor Management - Oversee ATS configuration, reporting infrastructure, and technology optimization to support recruiter efficiency and data integrity; manage relationships with external search partners, staffing agencies, and recruitment vendors.
  • Perform Other Duties as Assigned - Perform other duties as assigned in support of the Office of Human Resources and institutional priorities.

Customer Service: Interacts with and assists the public in a professional and friendly manner as needed. Demonstrates effective communication skills; communicates accurate and complete information; maintains strict confidentiality when necessary. Demonstrates positive working relationships with co-workers, management team, and ancillary departments; follows the Core Concepts of Patient and Family Centered Care and the Basic Code of Conduct Guidelines.
