Job description

Minimum Technical Qualifications

1. At  least  10  years  of  working  experience  in Information  Technology  or  Information  System  (IT  or  IS) fields with most experience in the areas of software testing and quality assurance, including knowledge and experience overseeing testing portions of entire System Development Life Cycle (SDLC) to ensure quality, timely defect resolution(s), and software performance, etc.

2. At least 5 years of experience producing the following documents: testing requirements, testing plan and strategy, test design for various types of testing, e.g. system test, functional test and regression testing.

3. At least 5 years of experience analyzing business, functional and technical requirements and translating them into test requirements and test cases.

4. At least 5 years of experience preparing (i.e. setting & resetting) software testing harness including test tools, test environments, as well as formulating test data sets and test cases for various types of testing, e.g. system test, functional test and regression test.

5.   At least 5 years of experience using industry leading defect tracking tools (e.g JIRA, Jama and ALM).

6. At least 5 years of experience developing test cases and test scripts for testing configurable Commercial Off the Shelf (COTS) Products, Software as a Service (SaaS), and custom developed applications.

7. At  least  5  years  of  experience  demonstrating  experience  analyzing  test  results,  generating  test  reports, identifying defects and /or anomalies, and fine-tuning test data or test cases.

Desirable Technical Qualifications

It is desirable for the proposed project person to have the following listed experience, knowledge, skills and abilities as evidenced by Attachment II, Proposed Project Person Skill Summary Sheet and resume:

1.   Experience overseeing testing phases for enterprise-wide IT projects.

2. Experience with pension administration systems, soft phone systems, business process management systems, imaging systems.

3. Experience working with external vendors as a designated representative of a large government agency. 4. Server database experience with queries using Structured Query Language (SQL).

5.   Experience using industry leading test tools (e.g. Jama, Jira, Selenium, Robot Framework).

6. In-depth knowledge with various enterprise technologies and software products such as Enterprise Service Bus (ESB), Enterprise Content Management (ECM), and Enterprise Resource Planning (ERP) products (for example, SAP, FileNet).

7. Knowledge of various System Development Lifecycle methodologies including V Model, Waterfall, and Agile.

8.   Proven ability to work both in a team environment and independently.

9.   Excellent oral communication skill and technical writing skill.

10. Four-year college degree (Bachelor) or higher in Computer Science, Computer Engineering, or related fields from a government accredited/sanctioned college or university.
