Position is responsible for determining the best application of resources for automated systems development; the development and improvement of policy and procedures; management of all projects in the department to successful completion; and the development of appropriate project budgets and monitoring adherence to budget limits. Responsible for planning, directing and managing the activities of a staff of Project Leaders, Programmer/Analysts and Business Analysts who are assigned to the Web Online Transaction Processing Unit within Applications Systems. Major duties and responsibilities include but are not limited to:
Manage and direct the ISD Web Online Transaction Processing Applications Systems.
Develop and mentor staff assigned to the department including establishing training plans and career paths.
Ensure that all work in the department is performed according to policy and procedures.
Prepare management and status reports.
Attending various meetings, classes, seminars, and demonstrations.
Participate in the hiring process for the department.
Establish Information Services Division Policy and Procedures.
Establish Operational/Strategic planning for the department.

Knowledge, Skills & Abilities (KSAs):

Knowledge:
Strategic planning in order to develop goals/objectives for the department
Management principles in order to mentor and lead staff toward the successful completion of assignments
Computer science in order to determine the best application of resources for automated systems development
Federal regulations in order to maximize the federal match on state spending
Principles of AMS in order to apply continuous process improvement to department policies, processes and procedures
Project management in order to effectively manage projects and resources
Current technologies in order to perform accurate technology assessments for projects and strategic planning
Skills:
Written and verbal communications skills to allow effective communication with upper management, peers, subordinates, clients, and customers
Self-motivated, goal oriented, well organized, and performs effectively under pressure
Good listening skills, good training techniques
Abilities:
Establish and maintain effective policies and procedures regarding the operation of the department
Plan based on the goals and objectives of the department
Manage the department effectively
Analyze and resolve a wide variety of problems
Work in a fast paced, quickly changing environment, and culturally diverse setting
Apply the principles of AMS and SDLC to make improvement in the department

Qualifications:

Minimum:
Bachelor's degree plus 3 or more years of experience in related discipline (or equivalent experience).
Preferred:
A combination of formal training and a basic aptitude for the discipline, i.e., principles of communication and problem solving. 5 years of work experience in a Systems Project Lead or Management position.

Pre-Employment Requirements:

Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)
