The Idaho Department of Juvenile Corrections (IDJC) is currently seeking a full-time Education Program Manager (Principle) to fill an opening at our JCC-Saint Anthony Facility.
This positions incumbent must meet federal Prison Rape Elimination Act (PREA) Juvenile Facility Standards and must never have been the subject of the following: Been the perpetrator of sexual abuse in a prison, jail, lockup, community confinement facility, juvenile facility, or other institution; Been convicted of engaging or attempting to engage in sexual activity in the community facilitated by force, overt or implied threats of force, or coercion, or if the victim did not consent or was unable to consent or refuse; Been civilly or administratively adjudicated to have engaged in sexual activity in the community facilitated by force, overt or implied threats of force, or coercion, or if the victim did not consent or was unable to consent or refuse. Had allegations substantiated against oneself for an incident(s) of sexual harassment, sexual abuse, and/or child abuse against another person; Resigned from a job where I was the subject of a pending investigation being conducted for an allegation of sexual abuse against another person.
Position Summary: This position reports to the Education Program Director and is responsible for the overall leadership and administration of the educational program within the assigned facility, including middle school, high school, and special education services. The Principal works collaboratively with treatment, security, medical, and facility staff to ensure educational programming supports the Department's treatment model while promoting student engagement, academic achievement, and successful transitions. The position also collaborates with Education Program Managers at the Department's other facilities and headquarters staff to ensure consistency, share best practices, and support agency-wide educational initiatives.
This position provides comprehensive leadership for the facility's educational program, including middle school, high school, special education, GED preparation, Career and Technical Education (CTE), workforce development, post-secondary education, and transition services. The Principal directly supervises Instructor Specialists, supervises Special Education Teachers, and oversees the Vice Principal, who manages the day-to-day implementation of CTE, workforce development, GED, post-secondary, and career pathway initiatives. The Principal is responsible for the overall management of educational operations; ensuring compliance with federal and state laws and Department policies; coordinating services with internal and external stakeholders to support successful transitions to school, post-secondary education, or employment as required by IDEA; maintaining the integrity of student educational records; and collaborating in-house with program, other facilities and contracted providers to ensure consistent, high-quality educational services.
MINIMUM QUALIFICATIONS
Eligible for a Professional Technical Administrator OR Idaho Administrator Certificate with Director of Special Education and Related Services; School Principal Pre-K-12; or Superintendent endorsement.
Some knowledge of: Supervisory practices; at-risk populations; trends and practices in alternative education for juveniles; use of technology in delivery of education programs.
Good knowledge of: Counseling and intervention methods; curriculum development and application; theories, methods, practices, and equipment used in education programs.
MQ Specialties: The following are additional qualifications depending on recruitment for adult or juvenile corrections
Some knowledge of: At-risk populations; trends and practices in: -alternative education for juveniles; use of technology in delivery of education programs; Multi-Tiered Systems of Support; Marzano High Reliability Schools; Professional Learning Communities (PLCs).
Special Skills/Equipment: Ability to work effectively with diverse juvenile populations under stressful situations. Equipment used includes keys, two-way radio, phone, copier, computer (emphasis in Microsoft Office & Internet), fax, digital camera, video recording equipment, projectors, TV / DVD player / Smart Board.
Good knowledge of: Counseling and intervention methods; curriculum development and application; theories, methods, practices, and equipment used in education programs.

Physical Requirements: This position involves the ability to observe, hear and communicate orally with juveniles; intervene and control juveniles' assaultive and aggressive behavior toward themselves and others; lift, transfer, and care for juveniles in emergency situations such as in fire evacuation from a two-story dormitory, or in an accident where first aid/CPR must be administered.
Employees must be able to perform the following with or without reasonable accommodation in order to qualify for this position:
โ€ข Standing and walking for 50-75% of the workday. This includes facilitating classes, conducting room searches, supervision of juvenile movement within the facility, and supervising juvenile activities in and outside the facility.
โ€ข Sitting 5-25% of the workday. Some assignments may require sitting or working alone in a secure booth for long periods of time. This includes supervising juveniles in pods, writing log entries, communicating information via computer and writing incident reports.
โ€ข Lifting, carrying, pushing, pulling, climbing stairs, stooping, kneeling, bending, crouching, stretching and reaching. This includes conducting room searches which include moving mattresses and searching through juveniles' belongings. Moving equipment and assisting with juvenile restraints.
โ€ข Hearing and seeing according to POST standards, and speaking (for positions requiring POST certification).
โ€ข Ability to maintain verbal communication with other employees and/or juveniles concerning juvenile movement, restraints, potential behavioral problems and conflict de-escalation. Observe juvenile activities and behaviors to prevent conflicts and disturbances.
โ€ข Reading comprehension - must be able to write, read and comprehend reports and documentation provided by others, e.g.; department polices and procedures, detailed incident reports, juvenile behavior documents, juvenile assessments and similar.
โ€ข Physically restrain juveniles using appropriate techniques and devices. Must have the physical ability to apply appropriate use of force (AUF) control techniques and mechanical restraints such as handcuffs and shackles in the process of restraining juveniles.
โ€ข Obtaining certification in First Aid and CPR and preforming if necessary.
Working Conditions:
โ€ข Subject to inside and outside environmental conditions and not always protected from weather and temperature changes.
โ€ข Work with violent and aggressive juvenile offenders.
โ€ข Subject to noise levels above that of the normal talking level.
โ€ข Subject to one or more of the following conditions: fumes, odors, dusts, mists, gases or poor ventilation.
โ€ข Work in small and enclosed rooms, narrow aisles or passageways.

    Special Education Programming, Compliance, and Training.
    โ€ข Monitor curriculum implementation in order to improve meeting individual students' needs.
    โ€ข Verify/ensure all Special Education students have a current Individual Education Program (IEP) that complies with federal and state mandates.
    โ€ข Participate as a member of the IEP Team via conference calls or in person on IEP meetings for Special Education students in DJC custody to ensure IDEA mandates are being adhered to, including that transitional services are being provided.
    โ€ข Oversee special education programs to assure that federal and state mandates are being met as well as quality consistent programs are implemented at Juniper Hills - St. Anthony.
    โ€ข Ensure that juvenile education rights are protected.
    โ€ข Provide consultation and/or training to parents, staff members, contract providers and community members regarding special education and incarcerated youth.
    โ€ข Upon designation, conducts reviews as necessary to assure juveniles receive appropriate services and accommodations educationally as well as programmatically.
    โ€ข Assure parents are informed of student progress as outlined in their child's IEP.
    โ€ข Keep apprised of new regulations, case law, techniques, methods, and materials.
    โ€ข Attend conferences, workshops, and other trainings to further knowledge, skills, abilities, and certification.
    Transition, Quality Improvement
    โ€ข Manage the 504 process and meet all state and federal guidelines.
    โ€ข Participate as the educational representative in quality assurance site reviews and subsequent recommendations for improvement of educational programming at contracted and state facilities.
    โ€ข Serve as the primary liaison with school districts, educational institutions, facility treatment teams, and community partners to coordinate transition planning and ensure successful reintegration into school, post-secondary education, or employment.
    โ€ข Serve as a member of the IDJC Educational Leadership Team.
    โ€ข Review and provides feedback/input on institutional policies and procedures.
    โ€ข Track and evaluate student performance and data for grant assurances, legislative updates, and education program evaluation.
    โ€ข Evaluate facility educational programs.
    โ€ข Explains educational program to others such as contract providers, legislators, parents, and community stakeholders.
    โ€ข Plan, organize, and direct academic, vocational, and/or pre-vocational programs (CTE, NCCER, Careersafe, Edgenuity);

    • Participate in intake and transition; Analyze data to determine best CTE courses to meet the community and students' needs; Supervise NCCER courses and the NCCER Representative; Collaborate with the program side for skills building and transition; Reach out to community organizations, e.g. Department of Labor.

    โ€ข Provide input or establish program goals and policies:
    • Work with WIOA to ensure students who qualify have the ability to participate; Reach out to State CTE staff, Community Colleges, and Universities to help create a clear path for our students; Supervise the GED process and make sure that the student has what they need to complete the GED if leaving custody without it.

    โ€ข Interpret federal and state laws and regulations to ensure student rights are maintained:
    • Participate in intakes and transition meetings required for special education students; Collaborates with the program side for skills building and transition required for all special education students; Attend Special Education Meetings, support special education staff.

    โ€ข Develop and implement curriculum structure:
    • Complete observations and evaluations of assigned teachers and ensure all teacher evaluations are completed on time in accordance with Danielson and state guidelines.

    โ€ข Determine class schedule and student placement:
    • Participate in the MDT meetings.

    โ€ข Confer with other staff to solve problems and to integrate and coordinate educational program with institution's comprehensive treatment program.
    โ€ข Recommend hiring, dismissal, and other personnel actions and provide leadership, guidance, and direction to staff
    โ€ข Recommend, plan, develop, and conduct Education staff training, establishing training goals and schedules in collaboration with the education program manager.
    โ€ข May be called in to duty outside of regular work hours; serve as the Duty Officer.
    โ€ข May be required to travel for meetings and collaboration.
    โ€ข May administer First Aid, CPR, and give medications if required.
    Records Management
    โ€ข Enter, analyze, and interpret data for individual educational reporting.
    โ€ข Assure all education records are accurate and up to date.
    โ€ข Analyze and interpret educational records for graduation requirements.
    โ€ข Govern confidentiality of all education records, charts, and logs according to FERPA.

    โ€ข Administer progressive discipline staff as necessary.
    โ€ข Respond to staff questions, concerns, and issues in a timely manner.
