Position Summary: Spectrum Control, Inc. (SCI) is seeking a Facility Security Officer (FSO) / Corporate Security Specialist to serve as the primary Facility Security Officer and security program lead for the Philadelphia, PA facility and as the company-wide owner for personnel security clearance administration across U.S. sites. This role reports to the Corporate Security Manager and is part of the Global Trade & Security team responsible for maintaining compliant security processes and controls in accordance with the National Industrial Security Program (NISP), Defense Counterintelligence and Security Agency (DCSA), and other regulatory requirements.
This is a blended full-time role: Approximately 70% Philadelphia site FSO/security program management and 30% corporate security clearance management. This position will be the primary security point of contact for Philadelphia while also standardizing clearance intake, renewal tracking, database hygiene, and personnel security clearance (PCL) administration across cleared sites.
FSO & Philadelphia Security Program Management
- Serve as FSO for the Philadelphia, PA facility; maintain compliance with NISP requirements and support DCSA assessments, reviews, reporting, and change-condition submissions.
- Work with Corporate Security to maintain the facility clearance (FCL), including required documentation, self-inspections, recordkeeping, corrective actions, and local leadership briefings.
- Own day-to-day security operations for the Philadelphia cleared program, including closed-area access lists, badging and visit control, security systems monitoring, classified visitors, and classified holdings accountability.
- Execute site-level Insider Threat program activities in coordination with the Corporate Security Manager and other designated program officials.
- Coordinate with facilities, IT, program management, engineering, operations, and Global Trade & Security to support compliant cleared work at the site.
Corporate Security Clearance Management / PCL Administration
- Serve as the primary corporate process owner for new-hire clearance intake and ongoing PCL administration across cleared sites.
- Manage the personnel security lifecycle, including coordination with other site FSOs for prescreening, citizenship verification, eApp onboarding, initiation, upgrades, Continuous Vetting updates, renewal/periodic review tracking, eligibility maintenance, and out-processing.
- Build and maintain standard work, SOPs, metrics, and tracking tools for PCL management in coordination with the Corporate Security Manager and Director, Global Trade & Security.
- Maintain a centralized clearance queue to help prevent missed renewal deadlines, access lapses, onboarding delays, and contract-support risk.
- Maintain DISS, NBIS, and related database hygiene, including accurate records, ownership alignment, personnel status, and timely closeout actions.
- Coordinate with site FSOs/AFSOs, HR, recruiting, hiring managers, and program teams to ensure timely clearance actions for new hires, transfers, and changing program needs.
- Provide periodic PCL status reporting and recommendations for process improvement.
Physical & Information Security
- Oversee physical security measures for the Philadelphia site, including access control, badging, alarm systems, key control, CCTV, and secure area controls in coordination with facilities and IT.
- Ensure proper handling, marking, storage, transmission, accountability, and destruction of classified information and other controlled information (e.g., CUI) in accordance with contract and regulatory requirements.
- Manage visitor control, including visit requests and authorizations, escorts, and visitor logs for cleared and non-cleared visitors.
- Support and help implement Technology Control Plans (TCPs), CUI / Technical Data Management requirements, and related security processes in collaboration with Corporate Security and Global Trade, as applicable.
Training, Awareness & Incident Response
- In coordination with the Corporate Security Manager, implement initial, annual, refresher, and specialized security briefings/debriefings, including foreign travel, insider threat awareness, derivative classification, CUI, and technical data management training as required.
- Promote a strong security culture through training, reminders, outreach, and practical guidance to employees at all levels.
- Support insider threat and incident response activities; document and report security incidents, violations, or suspicious activities and coordinate corrective actions with SCI Corporate Security and appropriate government stakeholders.
Self-Inspections & Continuous Improvement
- Plan and conduct periodic security self-inspections for the Philadelphia site and assist other site FSOs where required; track and close findings and drive improvements to local and corporate procedures and controls.
- Support corporate and customer security audits and risk assessments; prepare documentation, metrics, and leadership briefings as required.
- Work with Global Trade and Security on matters under review, risk assessments, corrective actions, and voluntary disclosures where security and trade compliance overlap.
- Identify opportunities to reduce manual work, improve clearance-cycle visibility, and strengthen standard work across cleared sites.
Corporate Support
- Provide general security administrative support, including visitor coordination, document and records support, meeting coordination, and other security responsibilities.
- Support the Corporate Security Manager and Director, Global Trade & Security by helping to implement corporate security initiatives, sharing site metrics, and supporting internal assessments and training across locations.
- Provide guidance and practical support to site FSOs/AFSOs on clearance administration, standard work, and common personnel security questions.
- Perform other duties as assigned in support of Philadelphia security operations and the Global Trade & Security team.
- Bachelor's degree in Criminal Justice, Security Management, Business Administration, or related field; equivalent experience considered.
- 3-5 years of experience in industrial security, preferably in a cleared defense/aerospace or government contracting environment.
- Prior experience as an FSO, AFSO, or security specialist supporting a cleared facility is strongly preferred.
- Experience managing personnel security clearance processes and clearance systems across multiple locations is strongly preferred.
- Experience coordinating with DCSA and other U.S. Government security representatives is preferred.
- Clearance: Ability to obtain and maintain Secret eligibility; a current Secret eligibility is strongly preferred.
- DCSA/CDSE FSO training, or ability to complete required training within 6 months of appointment to FSO position.
- Experience with government security systems and processes, including DISS, NBIS, NISS, and eApp, is strongly preferred.
- Professional security certifications (e.g., ISP, CPP, PSP) a plus.
- FOCI experience preferred but not required.
- Solid working knowledge of NISP, NISPOM / 32 CFR Part 117, and core concepts of facility, personnel, physical, and information security.
- Strong understanding of the personnel security clearance lifecycle, including intake, investigation initiation, Continuous Vetting updates, renewal tracking, and out-processing.
- Excellent organizational skills and attention to detail; able to manage multiple priorities, deadlines, records, and stakeholders across several sites.
- Strong written and verbal communication skills; able to provide training and explain security requirements clearly to employees, managers, and site leaders.
- High level of integrity, discretion, and sound judgment when handling classified, controlled, personal, or sensitive information.
- Organized self-starter who can work independently with general guidance and collaborate effectively with cross-functional teams, including HR, IT, facilities, engineering, operations, program management, and Global Trade & Security.
- Continuous-improvement mindset with the ability to create standard work, improve processes, and reduce dependency on informal or volunteer-based security workflows.
- Proficiency with Microsoft Office (Outlook, Word, Excel, PowerPoint) and ability to learn new tools, databases, and government systems quickly.
- On-site at the Philadelphia, PA facility of Spectrum Control.
- Some travel may be required to support corporate training, internal assessments, DCSA engagement, and coordination with other cleared sites.
- Occasional after-hours or weekend work may be required for inspections, incident response, urgent clearance actions, visit-control needs, or other time-sensitive matters.
