Hill International is seeking a Program Manager - Aviation in Miami, Florida
Responsibilities
  • Plans, organizes, controls, integrates and evaluates the work of assigned Client Programs/Projects to ensure that delivery of services comply with the contractual obligations defined by contract and industry standards.
  • Manage major Aviation Programs and Project Teams to successfully implement and deliver assigned assignments
  • Plans and evaluates performance of assigned directors, managers and staff.
  • Monitors Hill's Client Project Assignments to ensure:
    • Program/Projects assignments are carried out per contractual and industry standards
    • Program/Project financial results meet both Client and Hill contractual expectations
    • Program/Project delivery schedules adhere to client contractual requirements
  • Assess staffing abilities and identify the immediate and long range strategic hires necessary to achieve company goals
  • Understand the existing staffing resources and prepare plan to ensure industry leading staffing
  • Support recruiting and management of project staff
  • Utilize existing Hill Intl training initiatives and adjust to align with the needs of the aviation industry, including development of additional curriculum to insure aviation staff competencies
  • Provide project management and construction management services and guidance for aviation specific buildings and airport facility projects for state, local, Federal Aviation Administration, third party developers (PPP/DBFOM), and commercial Airline clients. The services and guidance may include development, rehabilitation and expansion, technical and regulatory services or other requested advisory
  • Develop and implement Project Management and Delivery Plans (project Governance)
  • Ensure Program/Project is managed in accordance with agreed upon governance plan and meets/exceeds Client expectations
  • Serve as Hill's primary Client contact for communicating Program/Project information
  • Maintain and monitor Hill project budgets for client services to ensure effort of services are commensurate with contract obligations and meet Hill's financial objectives
  • Identify, document, and inform Hill Aviation and Regional Operations Management of any scope changes and claims by owner/client that may impact Hill's contractual agreement, schedule and fee

Qualifications
  • Bachelor's degree in Architecture, Civil Engineering, Architectural Engineering or Construction Management, or requisite experience and/or degrees in aviation related study
  • Minimum 10 years program and construction management experience in aviation facility projects for state, local, federal and/or commercial clients, specifically in key role with both technical and management responsibilities
  • Possess extensive experience in airport and airline operations, industry relationships and comprehend the regulatory, construction, and operational airport environment
  • Significant proposal development experience, expressed through written documentation and technical communication skills
  • Proven track-record successfully managing and delivery major aviation projects and programs
  • Ability to communicate with and document relationships with global, national, regional and local aviation market, contractors, A/E firms, and clients
  • Excellent technical writing, verbal communication and presentation skills
  • Ability to travel as required
  • Must be local to Florida or willing to relocate
