Job description

The Project Controls Manager manages, integrates, coordinates, and reviews the work of the Project Controls group to develop, implement, reconcile, and maintain valuable program control databases and reports. This person is key and will be overseeing and responsible for budget, schedule, document and change management, cost, and schedule risk analysis, cashflow analysis, and developing historical cost data for benchmarking purposes. This role also monitors and coordinates the execution of the various services and processes relating to client contracted agreements for project controls and consulting services. In this role, you may be required to travel up to 20% of the time.

Responsibilities:

  • Coordinate and provide leadership to the Project Management Team and other staff to establish and maintain a structure for project control tools.
  • Gather and track quality data used for budgets, contracts, change orders, trends and actual costs.
  • Oversee the development, the implementation, and maintaining of the management reporting database, for producing program controls reports.
  • Develop regular and timely reporting of the projects progress to advise of any conditions that would affect timelines or costs.
  • Maintains project reports as dictated by the project and by the contractual obligations, to review, evaluate, and recommend changes to the project documents as required by project needs.
  • Provide input in the establishment of a master program schedule to ensure that the project is completed within agreed upon time and cost constraint.
  • Develop and maintain program controls procedures consistent with HPM and client needs.
  • Provides program data and reports to various stake holders including bond oversight committee and district leadership.
  • Stays current with the Program eligible funding sources.
  • Provides cash flow projections and forecasts to assist in managing to available capital.
  • Support hands-on project controls work on more complex and challenging projects, to include in-process projects, kick-off of projects as longer-term resources are identified, and other project work as required.
  • Responsible for development and production of weekly, monthly, and special reports in a timely manner for the client and PM staff to monitor progress and status of the project, including input from contractor.
  • Support claims and variance analysis reporting with MS Project, Access, Primavera, and Excel skills.
  • Responsible for reports issued to clients for technical analysis of contract timelines, site inspections, and other information available.
  • Present and discuss findings with PM team and client with clear, concise, and logical articulation.
  • Responsible for providing monthly contract project status report (cost, schedule, risk and manpower report).
  • Manage the project change control process and assist with the schedule baseline and current budget to reflect approved changes.
  • Ability to clearly communicate financial status and schedule details from multiple construction sites to project managers.
  • Excellent communication, presentation, and analytical skills are a must in this highly collaborative role.
  • Ensure program schedules are being reviewed for contract progress and warning signs, and identification of critical path and alignment between contract cost and schedule.
  • Ensure the project close out process, including closing contracts, finalizing schedule, and reconciling schedule/cost performance against baseline is being executed in a timely manner. Responsible for updates to the program schedule while maintaining logic to the master control schedule.
  • Ensure utilization and maintenance of historical cost databases through input of budgets, commitments, work in place, invoices, and forecasts.
  • Responsible for accrual analyses and coordination with payment processing teams to track the status of vendor payments.
  • Responsible for review of invoices versus contractually agreed upon terms and conditions.
  • Support project teams, primarily in the planning, and execution phases of projects, including defining project controls staffing requirements as well as providing specialized training as needed to support the needs of HPM project teams.
  • Support the initial formalization of a project controls function in support of a large design project, working with existing project support staff to assess capabilities, assign roles and responsibilities, and deploy uniform procedures and practices, primarily for the internal management and controls of HPM projects.
  • Support a collective project controls resource management approach to include assessing and tracking existing staff, assigning project controls staff to projects, developing growth plans for the individuals (balanced with overall business unit needs and strategy), and identifying opportunities for development of staff.
  • Support current business and project leadership or act as the lead for scope change control, change management, claims management and overall commercial management of complex major projects.
  • Work with current project managers, project controls staff, and business unit leaders to articulate the role of project controls across the enterprise and identify potential opportunities for improvement or additional support.
  • Assist in initiatives to include standardization of processes and tools; participate in the deployment and evolution of standard HPM solutions; support the networking with HPM project controls community to share knowledge and resources across the corporation; support development of project controls best practices within HPM, potentially working with a vast group of stakeholders.

Requirements:

  • Bachelor's degree in Engineering, Architecture, Construction Management, Business, Building Science, Accounting or Finance or related field preferred.
  • 10-15 years of extensive project management experience in large, complex facility construction and on-site experience in the management of new construction and the renovation of existing assets.
  • Strong skills in leadership, communication and problem-solving.
  • Advanced knowledge of principles and practices of budgeting, accounting, procurement, and contract management in order to manage construction projects.
  • Strong analytical skills for estimate analysis, bid evaluations, budget monitoring, cashflow analysis, risk analysis and benchmarking project cost.
  • Proficiency in MS office and scheduling software such as Suretrak, Project, P6, Plan Grid, Revit, VICO, or equivalent.
  • Valid Driver's License Required.

Preferred Qualifications:

  • Experience working in a consultancy or owner organization is an asset.
  • Must be able to develop and maintain positive, cooperative, team-oriented relationships with co-workers, supervisors, managers, clients and others in contact with the job.
  • Ability to efficiently and effectively handle multiple and shifting priorities.
  • Must have strong customer service orientation and assess customer needs and ensure delivery/receipt of service when appropriate.
