Job description

Program/Contract Manager Salary Range: $175,000 to $190,000 per year Ops Tech Alliance (OTA) is seeking a Program/Contract Manager to lead delivery of a multi-site IT services contract supporting the Defense Language Institute Foreign Language Center (DLIFLC) at the Presidio of Monterey, CA. The Program/Contract Manager has full authority to act for the Contractor on all matters relating to daily contract operations and serves as the primary point of contact with the Contracting Officer and COR. This position is contingent upon contract award.

Responsibilities Manage overall onsite execution of the contract; all functional sections (IT Support, Remote Site Services, Cyber Infrastructure and Network, Cybersecurity, DevOps/Data Center, Application Development, IT Resource Management) report to this position. Ensure staffing levels, training, and certifications are sufficient to meet PWS deliverables and service levels across Monterey, CA; Crystal City, VA; Fort Huachuca, AZ; and Hawaii. Own all administrative aspects of the contract, including performance reporting, deliverables tracking, CDRL submissions, invoicing coordination, and personnel and security in-processing.

Liaise with the Government to set priorities, surface risks, and coordinate adoption of new technologies. Be available during regular business hours (0745 to 1645 PST) and on call after hours for maintenance and emergency conditions. Provide leadership, mentorship, and performance management for a workforce of approximately 47 FTEs.

Required Qualifications BA/BS from an accredited college or university with 5+ years of program management experience, OR AA/AS with 7+ years, OR 9+ years of program management experience in lieu of degree. Active IAT Level II certification (one of: CCNA Security, CySA+, GICSP, GSEC, Security+ CE, or SSCP). Active Project Management Professional (PMP) certification.

Demonstrated experience managing federal IT services contracts of comparable size and scope. U.S. Citizenship; ability to obtain and maintain a Common Access Card (CAC)

Strong written and verbal communication skills, with the ability to interface with senior Government stakeholders. Desired Qualifications Prior experience supporting DoD or Army IT services contracts, ideally at DLIFLC, TRADOC, or similar training mission environments. Experience leading geographically dispersed teams across multiple CONUS and OCONUS sites.

Familiarity with ITIL service management practices and ITSM platforms (e.g., Ivanti, ServiceNow). Experience with Agile/Scrum delivery and DevSecOps environments. Active Secret clearance (not required for this role, but a plus)
