Business Development Manager

Classification: Exempt

Location: Must live within the National Capital Region 

About the Role

IntelliDyne is a well-established government IT services firm with anchor contracts supporting DOJ and DHA. We're hiring a Business Development Manager to own and grow our pipeline across DOJ and new customer sets, with a mandate to identify, qualify, and convert opportunities that materially scale company revenue over the next 12-24 months. This is a hands-on, individually accountable role, not a strategy or thought-leadership position. You will own deals from identification through award.

What You'll Own

You will build and maintain a qualified pipeline of DOJ and other opportunities, with "qualified" meaning you can name the incumbent, the contract vehicle, the customer's budget posture, and a realistic path to win, not just an entry in a CRM. You'll support tracking the top 15 opportunities and run capture on 3-6 priority pursuits simultaneously, leading teaming decisions, price-to-win analysis, and proposal strategy in coordination with our proposal and delivery teams. You'll manage relationships with program offices and contracting shops at agencies including FBI, DEA, BOP, EOIR, and other program offices, and you'll report pipeline health, win probability, and capture status to leadership on a regular cadence, with no inflated numbers and no surprises at the gate reviews.

Qualifications:

  • Must have a minimum of 7-10 years in federal capture and/or business development, with direct, recent experience pursuing and winning executable work at DOJ or other agencies and not just vehicles.
  • Must have active and nurtured relationships with program offices, contracting officers, or industry partners at these agencies today, not relationships you used to have three jobs ago.
  • Must have direct experience running capture on contracts in the $25-100M+ range and can speak in specifics about win themes, teaming structures, and outcomes, including the ones lost and why.
  • Deep understanding of which contract vehicles (GSA MAS, SEWP, relevant IDIQs) are live, expiring, or coming up for recompete in your customer base over the next 24 months.
  • Thorough understanding of price-to-win analysis and aren't just a relationship person waiting for a proposal team to do the thinking.

How We'll Evaluate Fit

In the interview process, expect to walk through your last three captures in detail: customer budget cycle, incumbent status, your win theme, and the actual outcome. We'll ask about your historical win rate, broken out by incumbent retention versus new business, since these are different skills and we want to know which one you're strongest at. We'll also ask how you personally distinguish a real opportunity from a tire-kicker, because pipeline volume without conversion doesn't help us.

Compensation Structure

Base salary commensurate with experience, plus a significant incentive component tied to contract award value and qualified pipeline contribution - not pipeline volume alone. We're looking for someone who wants to be paid like an owner of outcomes, not a generator of activity.

Compensation:  $180k/yr - $250k/yr

This Is Not a Fit If

You're coming from a generic BD background without specific, current DOJ/DHA relationships. You think "qualified pipeline" means a long list of RFPs you've bookmarked. You're looking for a role where capture strategy is handed to you rather than built by you.
