Introduction:
ARServices is seeking an experienced Budget Analyst to support a federal customer responsible for advancing national security and defense technology programs. This role is ideal for professionals who bring a strong foundation in budget planning, financial analysis, and program support-and who are excited to contribute to mission-critical technical initiatives. This position requires an active Secret clearance.
Position Description:
The qualified candidate will provide Advisory and Assistance Services (A&AS) for the Defense Threat Reduction Agency (DTRA) in support of the Research and Development (RD) Directorate. The successful candidate will serve as a Budget Analyst providing timely and accurate support of the overall project execution, budgetary planning activities, and subject matter expertise.
Location & Travel:
This is a full-time position that will split time at Fort Belvoir, VA, and Reston, VA, with 0% travel expected.

A qualified candidate will perform the following duties and responsibilities, but are not limited to:
Assist in the design and preparation of PPBE, POM, and BES documentation.
Develop annual spend plans, budget plans, and budget justification documents.
Compile and monitor division and department obligations and expenditures.
Prepare weekly, monthly, and annual financial documents and reports.
Track, analyze, and resolve division unliquidated obligations (ULOs) and unsourced requirements (URRs).
Assist with purchase request packages for commitment submissions and contract awards.
Security Clearance Requirement:
Active/current Secret clearance. Top Secret clearance preferred.
Required Qualifications:
BS, or MS, in a Business/Accounting/Financial Management related field, and/or 5+ years' experience managing projects and financials (preferably DTRA RD experience) and/or degree in a STEM field (e.g., biology, chemistry, physics) with experience managing RDT&E projects from a Program/Project Management perspective.
Minimum 5 years' experience in financial analysis and management.
Minimum of 5 years' experience with a BS, or 3 years with a MS.
Detail-oriented, self-starter with excellent communication and time management skills.
High-level proficiency with MS Excel, PowerPoint, and Word; ability to quickly learn to use new IT systems and software.
Minimum 5 years' experience managing budget execution, spend plan, and burn rate processes.
Knowledge of Government accounting policy and/or regulation including but not limited to DoD Financial Management Regulation (FMR), Federal Acquisition Regulation (FAR), and OMB Circular A-123.
Excellent written and oral communication skills and experience developing and presenting complex information to senior Government officials using Microsoft Office Suite applications.
Desired Qualifications:
5-10 years' resource management experience working with multiple DOD appropriations.
Prior Defense Threat Reduction Agency (DTRA) and/or military experience.
Technology tool experience in: DAI system, Consolidated Acquisition Tool (CAT), DoD Acquisition System, Spend Plan Management and Reporting Tool (SMART), Electronic Document Access (EDA), Wide Area Workflow (WAWF), and Joint Integrated Chemical, Biological, Radiological, Nuclear (CBRN) Analytic Platform (JICAP).
