Introduction

This position will serve as a Budget Analyst within the\r\nMaryland Department of Budget and Management's Office of Capital Budgeting.\r\nThis position has direct responsibility for analysis and oversight of capital\r\nbudgets for assigned State agencies and supports in the management of the State's capital budget process.\r\n\r\n\r\nThis is a special appointment position that serves at the\r\npleasure of the appointing authority.\r\n

Budget Analyst I, Capital Program: Grade 15\r\nBudget Analyst II, Capital Program: Grade 17\r\nBudget Analyst III, Capital Program: Grade 19\r\n

LOCATION OF POSITION

301 W. Preston Street, Baltimore, MD 21201\r\nThis is a hybrid work environment that currently allows up\r\nto 3 days a week of telework.\r\n

POSITION DUTIES

This position will analyze and prepare budgets of assigned agencies and assist in the management of the State's capital budget process. This position offers opportunities for direct involvement with Maryland's critical fiscal and policy issues as well as opportunities for future growth and development. If hired, you will:\r\n- Analyze major State agency capital budget funding requests in order to recommend funding levels in the State capital budget and five-year Capital Improvement Program;\r\n- Evaluate facility master plans and facility programs (project proposals) in order to verify the need for requested capital improvements using established guidelines;\r\n- Monitor the execution of capital projects and programs to ensure consistency with approved programs and budgets;\r\n- Assist in preparation of meeting materials for the Executive Director's capital budget briefings with the Secretary of Budget and Management and the Governor;\r\n- Lead preparation of assigned budget documents such as the capital budget bill, five-year Capital Improvement Program, and Budget as Proposed/Enacted project list;\r\n- Attend site visits and perform ad hoc analysis when required.\r\n

MINIMUM QUALIFICATIONS

Education: Possession of a master's degree in public policy, public administration, accounting, business administration, economics, finance, statistics, engineering, planning, political science, or similar preferred. Candidates possessing a bachelor's degree in one of these fields, or a master's degree in a different area with a minimum of 15 credit hours in these fields, will be considered.\r\nExperience: Starting grade will be determined by specific relevant experience, skills, and knowledge. General guidelines are as follows: Less than 2 years (Budget Analyst I); 2-3 years (Budget Analyst II); 3-4 years (Budget Analyst III) of experience in capital budget formulation, review, or management; public policy, budgeting, or analysis; capital/facility planning; or construction project management.\r\n

DESIRED OR PREFERRED QUALIFICATIONS

Experience working in State\r\ngovernment, especially in capital/facilities planning, project costing,procurement, and contract management;\r\nKnowledge of performance budgeting concepts;\r\n\r\nDemonstrates strong critical thinking skills, proactivity, and an ability to appropriately apply learned concepts to new situations;\r\nExcellent written and verbal\r\ncommunication skills;\r\nExperience in writing reports\r\nand making presentations on capital budget recommendations to senior\r\ndepartmental and other executive branch officials;\r\nStrong analytical abilities,\r\nincluding understanding of mathematical and statistical concepts;\r\nExperience with word\r\nprocessing, spreadsheets, and database software;\r\nExperience in public sector\r\nfinancial management or facilities management, to include budget analysis,finance, project management,\r\nor capital/facility planning;\r\nAbility to work independently,\r\nin teams, and under pressure;\r\nAbility to be productive and\r\nfulfill job responsibilities in a telework environment; and\r\nAvailability to work extended\r\nhours as required to meet budget deadlines.\r\n
