Job description

Job Summary
Interprets contract language and translates contract details into appropriate financial/business modules (i.e., contracts, projects, billing) in the ERP system for contracts that have minimal special requirements. Participates in pre-award to post-award phases of client opportunities/contracts. Ensures financial data is translated into the system appropriately to ensure accounting, forecasting, billing, budgeting and reporting is defined accurately for the client.
Responsibilities
  • Translates contracts or other relevant binding data into the contracts module which includes creating and maintaining project definition and contract data. Creates contract, invoicing and project structures in the ERP system, frequently incorporating work breakdown structures, project budgets and specialized contract requirements. Ensures contract data is structured appropriately to provide accurate client invoicing and accounts receivable records. Ensures appropriate rate application for billing and revenue recognition purposes for non-standard and contract specific rate plans and sets.
  • Validates the accurate entry of the financial appropriation, funding and obligation data into the ERP system which will ensure appropriate accounting, reporting and billing.
  • Ensures invoicing is generated, reviewed for accuracy, and submitted timely and in accordance with client/contract requirements as well as internal guidelines.
  • Responsible for closeout of government amount-based and commercial contracts. Assists with closeout of government rate-based contracts.
  • Participates in cross-functional teams by representing the department, lending support, serving as subject matter expert for relevant ERP data and reporting systems.
  • Performs compliance functions in a manner consistent with audit, internal control and legal requirements for maintaining approved system statuses.
  • Communicates effectively and timely with internal and external customers to facilitate the exchange of key information, clarify contract/project requirements and address customer needs.
  • Executes queries and interprets and analyzes query output to determine appropriateness and accuracy of the data.

Key Qualifications
  • Requires a Bachelor's Degree in business; two years of relevant experience; or an equivalent combination of education and or experience in a related field.
  • Basic working knowledge of corporate policies and procedures.
  • Basic working knowledge of contracting concepts, Federal Acquisition Regulations, Uniform Commercial Code, applicable international contract law, or public contract acquisition law and regulations.
  • Basic working knowledge of project costing, GL accounting and revenue recognition.
  • Strong analytical and communication skills.
  • Must have a background which would not preclude a security clearance granted.
