Contracts Administrator

Location: Hybrid- Mondays and Wednesdays at our HQ in Vienna, VA

Employment Type: Part-Time (20 to 30 hours a week)

Hourly Range - $35 to $40 hourly (final hourly range will be decided upon professional experience)

Who we are looking for:

Horizon Industries is seeking a highly motivated Contracts Administrator to support the full lifecycle of federal contracts and subcontracts. This position will work closely with Business Development, Capture, Program Management, Finance, Human Resources, and Executive Leadership to ensure compliant and timely execution of contracts supporting federal agencies.

The ideal candidate will have experience administering government contracts, reviewing solicitations, negotiating company to company agreements, managing contract modifications, ensuring FAR/DFARS compliance, and supporting proposal and post-award activities. This role requires strong analytical skills, attention to detail, and the ability to manage multiple priorities in a fast-paced GovCon environment.

Key Responsibilities

  • Administer the complete contract lifecycle from proposal support through contract closeout for federal prime contracts, task orders, and subcontracts.
  • Review and analyze solicitations, Requests for Proposal (RFPs), Requests for Information (RFIs), Requests for Quote (RFQs), and contract modifications.
  • Prepare, review, negotiate, and administer contracts, subcontracts, teaming agreements, non-disclosure agreements (NDAs), consulting agreements, and other contractual documents.
  • Coordinate with Business Development Team to identify contractual risks, compliance requirements, and proposal submission requirements.
  • Ensure contract actions comply with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), agency-specific regulations, and company policies.
  • Support contract negotiations with government customers, prime contractors, subcontractors, and vendors.
  • Review and negotiate subcontractor terms and conditions while ensuring appropriate flow-down clauses are included.
  • Maintain accurate contract records and documentation, including modifications, deliverables, contract correspondence, funding information, and contract status.
  • Track contract milestones, option periods, period of performance, funding modifications, and key deliverables.
  • Support contract kick-off meetings and provide contractual guidance to program managers throughout contract execution.
  • Collaborate with accounting team to ensure contract funding, invoicing requirements, indirect rates, and billing terms are properly administered.
  • Assist with organizational conflict of interest (OCI), contract compliance, small business reporting, and other regulatory requirements.
  • Monitor changes in federal acquisition regulations and communicate impacts to internal stakeholders.
  • Develop reports, dashboards, and contract status updates for leadership.
  • Support internal and external audits related to government contracts.

Required Qualifications

  • Bachelor's degree in Business Administration, Contracts Management, Finance, Legal Studies, or a related discipline.
  • 3+ years of experience administering U.S. Federal Government contracts in a Government Contractor (GovCon) environment.
  • Direct contracts administration experience within a federal contractor, subcontractor or vendor environment.
  • Experience working in a Consulting Company.
  • Strong knowledge of FAR, DFARS, and federal acquisition regulations.
  • Experience supporting both pre-award and post-award contract administration.
  • Experience reviewing solicitations, negotiating contract terms, and processing contract modifications.
  • Knowledge of contract types including Firm Fixed Price (FFP), Time & Materials (T&M), Cost Reimbursable, and IDIQ contracts.
  • Strong organizational skills with exceptional attention to detail.
  • Excellent written and verbal communication skills.
  • Ability to manage multiple priorities and deadlines in a fast-paced environment.
  • Proficiency with Microsoft Office Suite, particularly Excel, Word, and Outlook.

Preferred Qualifications

  • NCMA certifications such as Certified Federal Contracts Manager (CFCM), Certified Professional Contracts Manager (CPCM), or Certified Commercial Contracts Manager (CCCM).
  • Experience supporting proposals for DoD and Federal Civilian agencies.
  • Experience with subcontract administration and teaming agreements.
  • Active Secret Clearance or the ability to obtain one is preferred.
