Job Description:

Cortina Solutions is seeking a high-impact Program Manager to lead and oversee the execution of a complex contract supporting the Naval Surface Warfare Center Panama City Division (NSWC PCD). Beyond program management, we are seeking someone who can lead with influence. You must be ready to own the mission, overseeing complex, multi-domain efforts that shape the future of naval warfare technology.


The ideal candidate will be expected to lead with Excellence, serve with Integrity, and approach every problem with a drive to Get Things Done. This requires a blend of program management expertise and technical depth in areas such as modeling and simulation, software engineering & agile development, DevSecOps & cybersecurity, and operational expertise in mine warfare, littoral operations, surface combat, or special warfare.


Responsibilities include:

  • Leadership and coordination. Inspire and align cross-functional teams, fostering collaboration to achieve mission objectives while managing stakeholder relations.
  • Program management. Oversee planning, execution, and risk management to deliver complex projects on time and within scope.
  • Technical and operational input. Integrate technical expertise and operational insight to shape M&S, engineering, and tactics solutions to meet mission needs.
  • Compliance and reporting. Ensure strict compliance with contractual, regulatory, and security requirements by maintaining transparent and accurate reporting.


Job Requirements:

  • Bachelor's degree in engineering, computer science, information technology, or a related field. Advanced degree preferred.
  • 10+ years of experience in technical or operational program management. Navy experience preferred.
  • Strong knowledge of M&S and Tactics development to include mission, training, and engineering simulations; fleet certification and post-mission analysis; and concept of operations (CONOPS) development.
  • Software development experience using languages such as C#, C++, React, Qt, Python, or MATLAB; proficiency in Agile or DevSecOps ecosystems is required.
  • Familiarity with cybersecurity policies and frameworks, including Risk Management Framework development.
  • U.S. Citizenship is mandatory. Candidates are required to have an active DoD Secret clearance upon hire and the ability to maintain this level of clearance during their employment.


Preferred Qualifications:

  • Experience with Naval surface, littoral, special, and/or mine warfare operations, tactics development, and Fleet support.
  • Knowledge of existing Navy Surface Warfare and Mine Warfare M&S tools.
  • Familiarity with Quality Management System standards (e.g., ISO 9001:2015) and Safety Program implementation.
  • Experience with training development and delivery for military personnel.


Primary location: Panama City, FL. Travel (CONUS or OCONUS) may be required.
